About this file
This document is Addendum #1 to a Request for Proposals (RFP) issued by the City of Durango, Colorado, for an Affordable Housing Planning and Capacity Consultant. The addendum addresses various questions and clarifications regarding the RFP, with proposals due on June 27, 2025, at 3 PM Local Time via the bid net site. The consulting services are sought through October 31, 2027, with the primary focus on improving local planning and capacity for affordable housing, including potential tasks such as expediting development review processes, facilitating zoning code amendments, developing incentive programs, and pursuing funding strategies.
The total budget for consulting services is $83,000, with the City anticipating using the majority of this amount for the selected consultant and potentially engaging additional specialized consultants as needed. The project is funded by a Department of Local Affairs (DOLA) grant, with the balance of the $229,250 DOLA award ($146,250) already allocated to Personnel Services Costs for city staff working on housing initiatives. The City has fully executed the grant award and does not anticipate difficulties with annual appropriations. The selected consultant will collaboratively develop project phases and sub-projects based on city constraints, policy needs, and consultant capacity, with no specific interim milestones currently identified.

ADDENDUM #1
To Request for Proposals
Affordable Housing Planning and Capacity Consultant Addendum Date – June 19, 2025
The following shall become as fully a part of the above-named Invitation for Bids as if therein included and shall take complete preference over anything therein contained to the contrary.
Acknowledgment: Each Bidder shall acknowledge receipt of this Addendum in their Bid package.
Every firm, contractor, or subcontractor shall be responsible for reading every item in this Addendum to ascertain to what extent and in what manner it affects the work in which they are interested.
Modifications/Additions to the Contract Documents: The following information includes changes, clarifications, and additions to the Request for Proposals. This information shall supersede any information included in the original Bid Documents.
Question 1: Page Limit? In Section III Instructions to Proposers, A2 lists: 30-page limit, front and back of pages count as 2. Minimum font #12. Page 5 lists; "Proposals shall not exceed 20 pages." What is the correct page limit for this response?
Answer 1: 30-page limit.
Question 2: Page Limitation. Page 4 of the RFP states in the instructions to proposers that there is a 30-page limit, but Page 5 of the RFP states, "Proposals shall not exceed 20 pages in length."
Can you please confirm which is correct?
Answer 2: 30-page limit.
Question 3: Proposed Budget. Are you able to provide the budget?
Answer 3: The total budget for consulting services through October 31, 2027 is $83,000.
The City anticipates using the majority of this amount for the consultant selected through this RFPS. The City also anticipates engaging outside legal services and possibly other specialized consultants in response to specific identified needs as the project develops under this budget line, so the amount awarded under this RFPS is expected to be less than $83,000.
Question 4: References and Experience. Under the References and Experience section, may we include projects that are ongoing within the past five years?
Answer 4: Yes.
Question 5: Funding Sources (by Serena Sidmore)
Page 2 of 3 rev. 06/23/25
The RFPS states that the City has been awarded funding from DOLA, which will terminate on October 31, 2027 upon which consultant contracting is contingent. The RFPS also states that payments to the selected consultant beyond December 31, 2025 will be subject to available appropriations by Durango City Council via annual budgeting processes. - Can you clarify these funding sources and timelines? - Will the consultant work be funded solely by the DOLA grant through December 31, 2025 and funded by the City thereafter? - Are you able to provide an estimated budget for the consultant work, whether just through the end of 2025 or through the entire project period (October 2027)?
Answer 5: Since the publication of this RFPS, the City’s grant award from DOLA has become fully executed. Consultant work will be funded by the DOLA grant (and City matching funds) through October 31, 2027 and that is the anticipated end date of any Professional Services Agreement for this project. “Subject to appropriation” is a standard disclaimer that must be put in multi-year RFPS, since City Council must appropriate funds for this and all other city projects on a calendar-year basis. The City does not anticipate any difficulties with annual appropriation, especially with a fully executed award from DOLA in hand.
The total budget for consulting services through October 31, 2027 is $83,000.
Question 6: Submission Format. The RFPS states in multiple places that proposals should be submitted electronically through bidnetdirect, but there is also a mention of both front and back printed pages. Can you confirm how proposals should be submitted?
Answer 6: Proposals are to be submitted on the bid net site before the deadline. Proposals should be submitted with a page limit of 30 pages; each page with wording counts as one page.
Question 7: Proposal Page Limit. The RFPS states both a 20 and a 30 page limit for proposals.
Can you confirm the page limit and whether front and back pages count?
Answer 7: 30-page limit. Each page with wording counts as one page.
Question 8: Scope of Work. The Proposal Content requirements states that proposers should include a work plan and narrative approach that describes the firm’s work plan based on the scope of services defined in the RFPS. Can you confirm that the bulleted list of 5 services listed under Section 1.A. is the only “scope” language provided in the RFPS, and that no specific phases have been identified?
Answer 8: Correct. The City has not identified specific deadlines or interim milestones for this project and anticipates developing phases or sub-projects collaboratively with the selected consultant, given other City constraints, policy and program needs identified, and consultant capacity.
Question 9: Project Budget. What is the budget or budget range for this project?
Page 3 of 3 rev. 06/23/25
Answer 9: The total budget for consulting services through October 31, 2027 is $83,000.
The City anticipates using the majority of this amount for the consultant selected through this RFPS. The City also anticipates engaging outside legal services and possibly other specialized consultants in response to specific identified needs as the project develops under this budget line, so the amount awarded under this RFPS is expected to be less than $83,000.
Question 10: Project Tasks. Is the RFPS requesting consultant services for the specific tasks of zoning code amendments, expedited review process, funding strategies and incentives, and other similar tasks in addition to an "on-call" consultant to support City Staff with affordable housing development applications that meet the fast track review process from July 24, 2025 - October 24, 2027?
Answer 10: At this time, the City does not anticipate using the selected consultant to review “fast track” development applications, but rather only for the scope of services listed in the RFPS. It is likely that development applications reviewed by staff will become the basis for “lessons learned” or “problem solving” that the consultant will be expected to engage with for the purposes of code amendments or process changes. Proposers may describe their desired approach to this type of need.
Question 11: Budget Allocation. Is the RFPS requesting consultant services for the specific tasks of zoning code amendments, expedited review process, funding strategies and incentives, and other similar tasks and NOT in addition to an "on-call" consultant to support City Staff with affordable housing development applications, how much of the DOLA award is allocated to this project, and how much is reserved for hiring additional staff to support on housing initiatives?
Answer 11: The total budget for consulting services through October 31, 2027 is $83,000.
The City anticipates using the majority of this amount for the consultant selected through this RFPS. The City also anticipates engaging outside legal services and possibly other specialized consultants in response to specific identified needs as the project develops under this budget line, so the amount awarded under this RFPS is expected to be less than $83,000.
The balance of the DOLA award, $146,250, is budgeted for Personnel Services Costs (i.e.
City staff working on housing initiatives). This hiring is complete.
Question 12: Deadline Extension. Would you consider responding to questions as they are asked, or consider extending the due date in order for teams to appropriately address the responses?
Answer 12: Proposals are due by June 27, 2025, 3 PM Local Time, on the bid net site. Late proposals will not be accepted.
