About this file

This document is a Questions & Answers (Q&A) file for Solicitation CC#23-14 - Parking Management Systems, issued by the City of Cape May, New Jersey. The document addresses two key inquiries from potential vendors regarding the current parking meter infrastructure and the city's requirements for transaction fee structures. The first question seeks clarification about the existing multi-space meters, with the city indicating that the current metric kiosks will be removed due to age and condition. The solicitation appears to be seeking a new parking management system vendor.

The second question focuses on the city's stipulation that vendor service fees must be applied and payable by the end user. The city clarifies that any transaction fees should be added to the parking rate at the point of sale, ensuring that the city receives 100% of the applicable parking rate. The vendor must specify all merchant, user, and transaction fees in their proposal, with the understanding that the competitiveness of these fees will be a factor in the award decision. The document provides a specific example of how these fees should be structured, demonstrating transparency in the city's procurement process for the parking management system.

Q3 Question: 5.0 Vendor Response

Section Q. Can the City please elaborate on the following statement:

"vendor services must be applied and be payable by the end user"

Answer: The City intends for any transaction fees charged by the vendor to be applied at the point of sale to the person paying for parking, and not deducted from the parking proceeds that are payable to the City. In other words, if the parking rate is 1.00 per hour and the vendor charges a percentage fee based on the transaction, that should be added to the transaction at the time of payment, and not later deducted from the net payable to the City. Notwithstanding the shifting of fees to the end user, the City will consider the competitiveness of fees as a factor in any award.

Section 5 Q of the RFP provides an example to illustrate:

“The VENDOR MUST AS PART OF ITS PROPOSAL, retain and charge their charge per parking cost and remit to the City the fees associated with parking. In other words, the charges for the vendor services must be applied and be payable by the end user, the net impact of which being the City receiving 100% of the applicable rate for parking. The vendor shall specify in their proposal all merchant, user, and/or transaction fees to be payable. The vendor shall provide an explanation of an example transaction to illustrate the application of the fees in practice (Example: $1.00 parking per hour.

User pays $ X , City receives $1.00 in parking revenue).”
