About this file
This document is a Vendor Questions and Answers (Q&A) document for Request for Proposals (RFP) B-45603 issued by the Governor's Office of Management Budget (GOMB) for Municipal Advisory Services. The document is dated December 17, 2024, and contains clarifications about proposal submission requirements, specifically addressing questions related to page limits, appendices, and diversity participation.
The Q&A provides guidance for potential proposers, particularly regarding BEP (Business Enterprise Program) certification and diversity commitments. While no specific contract award details are present, the document indicates that GOMB applies a statutory aspirational 30% participation goal across bond sales each fiscal year. Proposers are advised that they do not need to submit full BEP Utilization plans, but should provide sufficient information to support responses to specific RFP sections. Additionally, firms are encouraged to respond comprehensively to six Commitment to Diversity scoring factors and include supporting materials, with the understanding that additional supporting information may count toward page limits unless otherwise specified.

Question GOMB Answer RFP Section D.5.2 requests that information be provided as an appendix. Does this appendix apply to the page limit for Section D.5?
No, the appendix requested by item D.5.2. does not count toward to page limit for Section D.5.
Can proposers provide additional supporting information as an appendix in response to the questions in the RFP Section D.5? And if so, does this count toward the page limit?
Firms may provide additional supporting information. However, additional information will count toward the Section D.5. page limit unless otherwise specified.
Do BEP-certified firms intending to meet the 30% participation goal through self-performance need to include more than Part I of the BEP Utilization Plan?
Please note that the BidBuy solicitation page does not include a BEP participation goal. However, as noted in RFP Section A.24., GOMB applies the statutory aspirational 30% participation goal in the aggregate across bond sales each fiscal year.
Therefore, firms need not submit BEP Utilization plans, but should provide information sufficient to support responses to RFP Section D.5.4 or similar items.
Should a self-performing BEP firm submit more than a completed Utilization Plan in response to the Commitment to Diversity scoring factors?
Yes, interested firms should respond as appropriate and possible to all six Commitment to Diversity scoring factors included in the Commitment to Diversity Answer Sheet attached to the solicitation page and include supporting materials. Please see the Commitment to Diversity Vendor Guidance document attached to the solicitation page and RFP Section B for additional information.
