233 Hartson St., Hurlburt Field, FL 32544 Classroom Audio/Visual Maintenance Agreement

Performance Work Statement (PWS) 14 September 2023

1. MAINTENANCE

1.1 Maintenance: The contractor shall provide A/V integration support to include design, products, equipment, parts, materials, installation, labor, and maintenance needed to successfully maintain systems A/V equipment in the 435 TRS OL-A, Bldg. 90062 classrooms. The contractor must be an Official Crestron Integration Partner, Biamp Integration Partner, and Cisco Certified.

Any technician providing support, diagnostics, maintenance, or programming must be certified by Creston, Biamp, or Cisco, dependent and pertaining to the component(s) they are working on.

The contractor must confirm they are a Crestron and Biamp Integration Partner, and are Cisco Certified; the contractor must present documentation at time of proposal displaying Creston and Biamp Integration Partnership, and Cisco Certification. Technicians must have a current applicable certification for the component(s) they are working on. Additionally, if requested once awarded, the contractor must present integration partnership or certification documentation upon request by 435 TRS OL-A Systems personnel (Sys). Failing to provide requested documentation would result in documentation for accountability to the contractor, up to and may include termination of remaining contract.

This maintenance agreement shall consist of a Base Year plus Two Option Years; to include 8 hours of telephone support per year, 2 scheduled preventative maintenances per year, and on-site Emergency Service availability at an additional cost (quoted at time of occurrence).

The contractor shall provide Sys with telephone numbers and email for technical support with qualified system technicians during normal duty hours, Monday through Friday upon contract award.

The contractor’s support shall consist of technical support, firmware support and updates, Crestron programming/re-programming if required for maintenance or repair of current A/V system, and hardware replacement sourcing for failed components, engineering support, and maintenance services necessary to ensure active management, reliable operations, and rapid restoration. The A/V system consists of Crestron components, Biamp components, Switches, Cresnet and LAN cabling; inputs from multiple NIPR computers, SIPR computers, Internal Closed Network computers, SIPR VTC (Classified Secret), multiple multi-touch touchscreen monitors, and microphones; outputs to multiple multi-touch touchscreen monitors, SMART Boards, LED/Laser Projectors, computer and large LED or LCD monitors, SIPR VTC, and speakers. It also has the capability to combine multiple combinations of rooms and selection of multiple sources for input, concurrently. A site visit is highly recommended to ensure the contractor understands the A/V System and can provide required support and maintenance.

These technical support services shall include Original Equipment Manufacturer (OEM) level support as required based on the need to achieve problem resolution. All technical support shall be provided by certified technical personnel fluent in the English language. When the contractor is notified to a degradation or failure, the contractor shall provide immediate support to Sys in order to identify, troubleshoot, and remedy the problem. The contractor shall execute all hardware repair actions necessary to return the affected system to full operational capability. If the failed equipment is no longer under any warranty support, the contractor shall provide replacement options for government review.

Contractor’s technicians shall provide a full range of support for operations related questions or troubleshooting and fault analysis support. In the event of suspected trouble, the contractor shall work with Sys to isolate and correct all system related issues. If the system’s maintenance issue cannot be resolved through telephone support due to faulty parts/hardware, the contractor shall provide delivery (considering parts availability) of the necessary replacement hardware and parts in order to repair and replace the defective equipment. Once the replacement equipment arrives on-site, the contractor shall continue working with Sys via telephone in order to troubleshoot, isolate failed components, and install the new replacement items. If the Government deems a qualified Field Service Technician is necessary to repair the defective equipment, the Government will request the contractor provide on-site maintenance support. The contractor shall troubleshoot, isolate failed components, and begin repair actions. If full repair of the system cannot be completed because of parts unavailability, the Field Service Technician will work with site Sys via telephone support once replacement hardware or software is received to restore the system to a state of operational readiness. The contractor shall be liable for the cost of parts procured through them if covered under factory warranty. The Government will provide all escorts for the contractors into restricted areas. The Government will ensure room availability before the contractor arrives on site.

2.0 SECURITY REQUIREMENTS

2.1 Access: At no time is the contractor or its employees authorized escort authority for any 435 TRS OL-A campus facilities. In the performance of any of the work covered in this contract, upon leaving any building or secured area ascertain all lights have been turned off in the area in which work was performed.

2.2 Physical Security: The contractor shall safeguard all government property while performing duties outlined in this PWS. At the close of each work period, government facilities, equipment, and materials shall be secured.

2.3 Contractor Registration of Vehicles: All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state, and federal regulations.

Additionally, any pass shall be surrendered to Security Forces upon demand to positively identify a person’s need to be on the installation.

2.4 Privacy Act: Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

3.0 GENERAL INFORMATION

3.1 Period of Performance: 30 September 2023 to 29 September 2026

3.2 Travel and Other Direct Costs: Contractors cost for travel shall be included in the Firm- Fixed-Pricing in accordance with Joint Travel Regulations (JTR).

3.3 Length of Project and Hours of Work: Work shall generally consist of a 40-hour workweek, Monday through Friday, between the hours of 0700-1730 CST/CDT, excluding federal holidays. The Contractor personnel shall observe all Federal Holidays, including New Year's Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. If the holiday falls on a Saturday, the holiday shall be observed on Friday. If the holiday falls on Sunday, the holiday shall be observed on Monday.

3.4 Contractor-Furnished Items and Services: Except for those items specifically stated as Government-furnished Items, the contractor shall furnish everything needed to perform this contract.

3.5 The Government will provide the following requirements:

1. Appropriate power and receptacles as required by the contractor.

2. Secure storage area for contractor tools and/or equipment.

3. Disposal containers for contractor packaging material.

4. Escorts for contractor in secure areas of Government buildings during upgrade.

5. Access to appropriate base presentations and/or networks personnel.

6. Rest room facilities and office space for use as required by the contractor.

7. Ensure room availability for contractors to complete upgrade.

3.6 Meetings and/or Visits: The contractor will formally notify the Government COR if they require a meet and/or visit 72 hours in advance to allow proper scheduling.

4.0 SAFETY

4.1 Fire Protection and Prevention: The contractor shall not store combustible supplies, including rags, paper and other like items near possible sources of combustion such as, stove/oven, steam pipes, high wattage lamp bulbs, and other like items.

4.2 Safety Hazards: The contractor shall instruct employees in appropriate measures as specified by the applicable provisions of the Occupational Safety and Health Act 1970, PL 91- 596 (84 Stat 1590). The contractor’s employees shall not place machines or other equipment in traffic lanes or other locations in such manner as to create safety hazards.

4.3 Report: The contractor, or the contractor’s employees, shall report immediately to Sys unusual soiling of any area and unhealthful or hazardous conditions which may affect the performance of work.
