About this file
This document contains questions and answers regarding solicitation number FA4484-23-Q-0065 from the Department of the Air Force Air Mobility Command for classroom audio visual maintenance at Hurlburt Field, Florida. The solicitation seeks maintenance services for seven classrooms with varying audio visual equipment including inputs from NIPR, SIPR, internal closed networks, DVD players, and one secure video teleconference system. Bidders were advised to visit the site to fully understand the capability and complexity of the systems. The government will not provide an equipment list, values, or original design documents. It was clarified that the contractor would only be responsible for assisting with warranty replacements, and would need to quote the government for approval on any non-warranty replacement parts.

Classroom Audio / Visual Maintenance for Hurlburt Field, FL
Questions and Answers
1. QUESTION: Will there be an equipment list of GFE materials provided along with serial numbers?
a. ANSWER: There is no Government Furnished Equipment/ Property associated with this requirement nor equipment list apart from the PWS that is available.
2. QUESTION: Clin 001 and those for Option line 1001 and 2001 state that the quote is to include “products, equipment, parts, and materials necessary to successfully maintain systems A/V equipment…”. This appears to imply that as the maintaining entity we would be responsible to replace parts even if they are out of warranty. Not sure how we would quote that as we don’t know what might fail and not be “in Warranty”. Normally, on maintenance agreements we are responsible for assisting the command with Warranty Replacements. However, if items are not under warranty we have to quote the command for replacement parts then when approved we order them and the command pays for them. Our read of the PWS indicates that this latter (the second) methodology is what is intended. Have we misread the combined solicitation text above?
a. ANSWER: The intention of the PWS agrees with the statements, “Normally, on maintenance agreements we are responsible for assisting the command with Warranty Replacements. However, if items are not under warranty we have to quote the command for replacement parts then when approved we order them and the command pays for them.” This is referenced in the PWS pg. 2 (top para.) “If the failed equipment is no longer under any warranty support, the contractor shall provide replacement options for government review.”
b. Also, the first sentence of Paragraph 1.1 in the PWS and CLIN 001, “The contractor shall provide A/V integration support to include design, products, equipment, parts, materials, installation, labor, and maintenance needed to successfully maintain systems A/V equipment…” is intended to include only products , equipment, parts, materials… required by the contractor to maintain A/V equipment, not replace or add to the A/V system, in other words items that will not belong to the Gov’t as part of our system, but needed for the contractor to accomplish maintenance required.
3. QUESTION: Based on similar Airforce environments that our company currently have, having a customer provided equipment list will be very useful to a response. Additionally, re programming Crestron code requires uncompiled software code. It would as be useful to have a separate CLIN for hardware replacement sourcing for failed components (brand name or equal capability). Please advise if this can be provided by the end users.

a. ANSWER: There is no Government Furnished Equipment/ Property associated with this requirement nor equipment list apart from the PWS that is available.
Per PWS para 1.1 pg.2 in the PWS: “If the failed equipment is no longer under any warranty support, the contractor shall provide replacement options for government review.” The government (435 TRS OL-A/Sys) will decide if they will choose brand name or equal capability (equal capability is not necessarily equal to equal quality) for replacement options, if required. The contractor must be able to procure replacement of same brand component if it is available from manufacturer and at a cost the government agrees with and it’s the option they choose.
b. The Crestron code consists of 7 .zip folders, all named “…_compiled.zip”, based upon this information I believe the software code we have is compiled, not uncompiled.
4. QUESTION: Can you have customer confirm the total number of conference rooms and classrooms requirement both NIPR/SIPR. Also, can confirm that your customer has crestron editable code associated with the environment (.smw for crestron processor/ .vtf for touch panel). If these files and drawings are not available, then any re programming efforts would be a complete do over. If this is a case, then only the vendors who originally installed the room would have that information.
a. ANSWER: There is a total of 7 classrooms, with varying and multiple inputs from NIPR, SIPR, Internal Closed Network Computers, DVD Players, and one sVTC. There are multiple options of combining classrooms and inputs/outputs. To fully understand the capability and complexity of the system the site visit was highly recommended.
b. Unsure if the Crestron code is editable, it consists of 7 .zip folders, all named “…_compiled.zip”, based upon this information I believe the software code we have is compiled, not uncompiled. Each of the 7 .zip folders contain .smw files; however there are not .vtf files and there are 7 operational touch panels.
5. QUESTION: Estimated equipment value per room or Copy of original design/proposal/contract or Equipment BOM for all AV equipment that needs to be supported on this contract?
a. ANSWER: There is no estimated value of equipment per room, copies of original or upgrade designs/proposals/contracts or Equipment BOM for all of the equipment supported on this contract. This AV system contains components from 2014, with various updated components over the years, as required; site visit was highly recommended.
