National Transportation Safety Board Limited Sources Justification (LSJ)

“Video Management System Upgrade”

1. Program Office / Procurement Request Office of Administration, Administrative Operations and Security Division (AD-10) Estimated Total Price: $255,000.00 Purchase Request: PUR190140

2. Nature of Action

The purpose of this Limited Sources Justification (LSJ) is to provide documentation that explains why this specific requirement is to be awarded without competition to System Engineering Inc (SEI), for the acquisition and installation of a video management system in the NTSB HQ and Training Center, in accordance with FAR 8.405-6(a)(1)(i)(C).

3. Description of Requirement The NTSB currently has a video management system that includes Pelco Digital Video Recorders (DVRs) and analog cameras in its Headquarters facility and Boardroom Conference Center, as well as its Training Center in Ashburn, VA. This requirement is to upgrade this system to Network Video Recorders (NVRs) and Internet Protocol (IP) cameras. This requirement includes all hardware, software, associated materials, and labor required to upgrade the system, as well as the warranty and maintenance of the new system.

The new NVR video management system must be integrated with the NTSB’s HSPD-12 FICAM-compliant AMAG Physical Access Control System (PACS), which will allow security personnel to view video footage of both PACS activity and door alarms. The integration of these systems will enhance the NTSB security program by allowing improved surveillance of security door alarms with actual video footage of alarm notifications and potential threats to NTSB facilities, property, and state. The goal of integrating video management and access control is to display critical information from both systems in a single interface. The most critical integrated function is overlaying access control information on a live camera feed.

The NTSB requires its current physical security contractor, SEI, to perform the upgrade of the current video management system to include Network Video Recorders (NVR) and IP security cameras and to fully integrate the system into the new PACS.

4. Authority Cited

Check applicable FAR Citation(s):

X 8.401 The acquisition is conducted under the authority of the Multiple-Award Schedule Program.

8.405-6(a)(1)(i)(A) An urgent and compelling need exists and following the procedures would result in unacceptable delays.

8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

X 8.405-6(a)(1)(i)(C)

In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

8.405-6(b)(1)

Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer. (1) Brand name specifications shall not be used unless the particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.

5. Unique Qualifications / Circumstances of Requirement

The NTSB’s requirement for a new video management system is vital to improve security at the NTSB HQ and Training Center.

SEI is currently providing physical security monitoring & maintenance to the NTSB under a Blanket Purchase Agreement established against SEI’s GSA Schedule. The BPA was established in 2017 using competitive procedures under FAR 8.405-3(b). The scope of the BPA includes maintaining the NTSB’s current video management system as well as the upgrade and maintenance of the PACS system. The PACS upgrade is currently underway at the NTSB HQ and is scheduled to be completed by the end of March 2020. The new video management system must be integrated with the PACS. However, if another vendor integrates the new NVR system with the PACS, it will void any and all warranties provided by SEI on the upgraded AMAG/PACS system. SEI confirmed during Market Research that several software systems are involved in the PACS system. Any additional integration to the PACS and these software systems performed by a contractor other than SEI could negatively impact the PACS. SEI has confirmed that such an arrangement would void its warranty of the PACS.

In addition, the installation and implementation of the NVR system will require the NVR contractor to have access into the NTSB’s PACS and could create accountability issues in the event of system malfunctions, repairs, or maintenance of the integrated NVR and PACS security systems. Finally, SEI has been maintaining the current video management system since 2017 under the current BPA and for several years before that under a predecessor BPA.

SEI’s familiarity with the system will lead to a more efficient upgrade of the video management system as SEI will not need to perform extensive site surveys to obtain measurements and drawings of the existing system and to identify equipment location and cable runs. The NTSB will also benefit from the same vendor performing both the video management system upgrade and the PACS upgrade simultaneously. The installation work and integration of the two systems will be performed in a manner and on a schedule that will lead to fully operational and integrated systems under a logical progression of work, thereby avoiding the complication of multiple vendors coordinating and scheduling on-site work and the integration of the systems.

At the time of this Limited Sources Justification, SEI has three (3) option years remaining under its BPA which includes maintenance of the video management system.

Due to these unique requirements, SEI is the only vendor available that can fulfill this requirement without presenting significant liability and additional costs to the Government.

SEI is the only known vendor that has the capability to provide the required installations of the NVR and the subsequent integration with AMAG/PACS while maintaining critical system warranties and without presenting accountability issues in the event of system malfunctions, repairs, or maintenance of the integrated NVR and PACS security systems. Because this requirement amounts to a logical follow-on to an original Federal Supply Schedule order placed in accordance with the applicable Federal Supply Schedule ordering procedures, the NTSB will incorporate the new work to its existing BPA with SEI.
