About this file

This is a Notice of Intended Decision to Enter into a Single Source Contract (PUR 7778) issued by the Department of Children and Families, Office of Substance Abuse and Mental Health. The document was posted on November 10, 2025, at 2:10 PM. The agency seeks fire alarm testing and inspection services for Florida State Hospital (FSH), including maintenance, testing, and inspection to ensure the fire alarm system operates in compliance with Florida Statutes 633 (Fire Prevention and Control) and Florida Administrative Code 69A (Division of State Fire Marshall). The services fall under UNSPSC codes 81111805 (Proprietary or licensed systems maintenance or support) and 92121702 (Fire alarm testing and inspection). No specific contract term duration or renewal options are mentioned in the notice.

The intended single source vendor is Johnson Controls Fire Protection, with a proposed price of $91,718.45 for Florida State Hospital. The justification for single sourcing cites the proprietary nature of the Johnson Controls systems, which utilize Life Safety software specifically designed by Simplex for addressable systems. The agency states that no educational materials are available for non-Simplex technicians to qualify for system editing, making it proprietary intellectual property. All system parts, components, service, maintenance, repairs, testing, and inspections are exclusively available through and required to be performed by Johnson Controls Fire Protection, as mandated by the State Fire Marshal and the Agency for Health Care Administration. The contract has been approved by multiple agency officials including the Contract Manager Supervisor, Chief of Contracts, Deputy Assistant Secretary, Chief of Budget Policy and Operations, Procurement Officer, and Office of General Council. Protests may be filed with the Agency Clerk within the timeframe prescribed in Section 120.57(3), Florida Statutes.
