About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Department of Children and Families, Office of Substance Abuse and Mental Health, for fire alarm testing and inspection services at Florida State Hospital. The contract is intended to be awarded to Johnson Controls Fire Protection for a term from November 17, 2025, to June 30, 2026. The solicitation was posted on 10/17/2025 with a last day for receipt of information on 11/07/2025, and covers fire alarm system maintenance, testing, and inspection services in compliance with Florida Statutes 633 and Florida Administrative Code 69A.

The estimated dollar amount for the project is $91,718.45. Johnson Controls is proposed as the single source vendor due to the proprietary nature of their Simplex fire alarm system, which uses specialized Life Safety software that requires exclusive maintenance by their technicians. The system's solid-state technology and unique intellectual property make it impossible for non-Simplex technicians to edit or maintain the system. The services are mandated by the State Fire Marshal and the Agency for Health Care Administration, further justifying the single-source selection. The document includes approvals from multiple agency officials, including the Contract Manager Supervisor, Chief of Contracts, Deputy Assistant Secretary, and Procurement Officer.
