About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) posted by the Florida Department of Children and Families (DCF). The service being procured is to provide statewide infrastructure support services for the recruitment and retention of foster and adoptive parents, as well as operate a Foster Parent Allegation Support Team (FAST) Helpline. The intended single source is the Florida State/Foster Adoptive Parent Association, Inc. (FloridaFAPA), which is the only statewide membership group that automatically registers all foster and adoptive parents in Florida. The contract term is 2 years. The estimated annual value of the contract is $172,364.

The justification for the single source procurement is that FloridaFAPA possesses the necessary expertise and reach to successfully provide the required statewide and local services, including the operation of the FAST Helpline, travel to meetings, publication of newsletters, and recruitment and retention efforts for foster and adoptive parents. DCF has determined that these services are only available from FloridaFAPA, as they are the sole statewide membership organization representing foster and adoptive parents in Florida.
