About this file

This is a procurement document from the Florida Department of Financial Services, Office of Information Technology, regarding the purchase of Holder Pro Software source code and a one-year subscription to the National Association of Unclaimed Property Administrators Eyeball Report Generator. The Department intends to enter into a single-source agreement with SMART IT Tools, LLC for these services. Prospective vendors who believe they can provide equivalent services must submit relevant information no later than September 22, 2026, at 9:00 A.M. Eastern Time. Following the vendor response period, the Department will review any submissions received and make a written determination regarding whether the services are available only from the single source identified. If single-source availability is confirmed, the Department will post a notice of its intended decision on the Vendor Bid System in accordance with Florida Statute Section 120.57(3).

The procurement involves a one-time purchase of software source code combined with a one-year subscription service. No specific pricing information, set-asides, or contract renewal options are detailed in this notice. The Department has not identified any incumbent contractor, and the funding source and budget amount are not specified in the available documentation. This procurement follows Florida's procedures for single-source vendor selections, allowing prospective vendors an opportunity to demonstrate capability before the Department finalizes its agreement with the identified vendor.

Smart IT Tools, LLC

$ 239,996.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

The Florida Department of Financial Services (Department) requires acquisition of specific software code to enable unique functionality to support critical business processes for the Division of Unclaimed Property.

An evaluation showed that the HolderPro software is the only proven software that could be fully integrated into the Unclaimed Property Management Information System (UPMIS) and achieve the desired results. If this software is not procured it could cause the Division to not be able to fulfill project goals. As a result, the Department is interested in acquiring the software source code to allow complete integration with the UPMIS.

The source software code in question is proprietary intellectual property developed and owned exclusively by Smart IT Tools, LLC. No other vendor has legal rights to furnish, reproduce, modify, or distribute the source software code.

Smart IT Tools, LLC is the only vendor authorized to integrate the annual subscription of the AI- Powered NAUPA Eyeball Report Generator tool in the proposed updated UPMIS system supported with the HolderPro software.

The Smart IT Tools, LLC code is uniquely designed to integrate seamlessly with our existing Unclaimed Property Management Information System, ensuring uninterrupted operations. There are no other companies that can provide this unique software that integrates seamlessly with the existing system. Using Smart IT Tools, LLC will ensure no compatibility issues, data integrity risks, or security vulnerabilities.

PUR 7776 (01/16) Page 3 of 3 60A-1.045, F.A.C.

Smart IT Tools LLC possesses specialized technical expertise and intimate knowledge of the software architecture, which is essential for efficient customization, support, and maintenance of the code. No other vendor can provide this proprietary software code.

Timely acquisition and deployment of this code is critical for meeting division requirements and deadlines.

For the reasons outlined above, the Department requests a sole-source procurement of the required source software code from Smart IT Tools, LLC to ensure technical compatibility, maintain operational integrity, minimize costs, and meet critical timelines.
