About this file

This is a Description of Intended Single Source Purchase (Form PUR 7776) issued by the Florida Agency for Health Care Administration for the Emergency Patient Look-Up System (E-PLUS), also known as Patient Lookup Unified System for Emergencies Enterprise Edition (PULSE EE). The solicitation seeks operation and maintenance of a technical solution to improve clinical case augmentation and care coordination for persons displaced during declared emergencies. The posting date is February 3, 2025, with a last day for receipt of information of February 24, 2025. The contract term is three years, from July 1, 2025 through June 30, 2028. The system allows emergency personnel, clinicians, and public health authorities to coordinate treatment efforts, view patient health records, connect to statewide care networks, search patient data, and access clinical documents during emergencies.

The intended single source vendor is PointClickCare Technologies Inc., with a total contract value of $2,250,000 over the three-year term. The pricing breakdown includes $990,000 for E-PLUS licensing, $882,000 for new features and configurations, $236,250 for program management, and $141,750 for technical management. The justification for single-source acquisition notes that PULSE EE was built through a collaboration between Audacious Inquiry (acquired by PointClickCare in 2021), the Office of the National Coordinator for Health IT, and the Sequoia Project, making it the only readily deployable platform available to meet Florida's immediate emergency preparedness needs. The Centers for Medicare and Medicaid Services has approved funding for the operations and maintenance of the system.

• Search for individual patient data using a secure clinical search portal; and

• Gain access to and view clinical care documents which may include medications, allergies, diagnosis, lab results, and other relevant information to augment clinical care, identify patient comorbidities, and fill in gaps tied to patient health or demographic characteristics.
