This is a Request for Proposal (RFP) issued by the City of Eastvale, California for the commission of original public artwork at the new Eastvale Civic Center. The City seeks proposals from qualified artists and firms to design and fabricate sculptural artwork for four permanent concrete display pedestals on the exterior grounds and three interior wall locations within City Hall. The project scope requires artists to develop concept designs with sketches and renderings, provide detailed cost estimates, incorporate up to two rounds of design revisions, coordinate with structural engineers for wind and seismic load certification, complete fabrication, and prepare comprehensive as-built documentation including photographs and maintenance guidance. The bid due date is October 27, 2026, at 4:00 PM (PDT), with an optional pre-bid meeting scheduled for September 17, 2026, at 2:00 PM (PDT) via Microsoft Teams. All outdoor public art must be fully fabricated, delivered, and installed prior to the Civic Center's Grand Opening, tentatively scheduled for September 2027. The City will retain a separate third-party contractor for final delivery and installation; the artist's responsibility concludes with proper packaging and crating of completed artwork.
The award type is lump sum with no bid, payment, or performance bonds required. The estimated bid value and specific contract duration are not provided in the documentation. Applicable NAICS categories include art dealers, fine arts schools, musical groups and artists, and independent artists. The proposal submission is electronic through the PlanetBids vendor portal, with an online question and answer period closing on September 24, 2026. Proposers should identify recommended qualifications for the installation contractor and provide mounting specifications, rigging points, weight and balance information, and special handling requirements at least 30 days prior to scheduled delivery. Contact for inquiries is Karla Lopez at kalopez@eastvaleca.gov. The City of Eastvale Department of Finance is the administering agency located at 12363 Limonite Avenue Suite 910, Eastvale, California 92880, in Riverside County.

Scope of Services The City of Eastvale (City) is seeking proposals from qualified firms and individuals (Proposers) to provide public artwork at the City’s Civic Center.
The City of Eastvale is constructing a new Civic Center near Limonite Avenue and Hamner Avenue that will serve as the central point of civic identity and community life for the City. As part of this project, the City is seeking to commission original artwork for two distinct settings: four (4) permanent concrete display pedestals located on the exterior Civic Center grounds, and three (3) interior wall locations within City Hall. This Scope of Work describes the services, deliverables, criteria, and tentative timeline the selected artist(s) will be expected to follow for both the outdoor and interior pieces. All outdoor public art must be fully fabricated, delivered, and installed prior to the Civic Center's Grand Opening, which is tentatively scheduled for September 2027.
Other Details The selected artist(s) will be responsible for the design and fabrication of original sculptural artwork for one or more of the four outdoor pedestals.
At a minimum, the artist's scope of services includes: A. General Requirements 1. Concept Design Development: Prepare and present an original concept design for City staff and Business & Development Success Ad Hoc Committee review, including sketches/renderings, a written narrative describing the artistic intent and connection to the required theme(s), proposed materials and finishes, and dimensions/scale relative to the pedestal. 2. Cost Estimate: Provide a detailed, itemized cost estimate for design, fabrication, materials, engineering/structural review, applicable permits, packaging, and transportation to the site. (Installation and on-site delivery logistics will be coordinated by the City's separately contracted third-party installer per Section 5 below, but the artist's estimate should clearly identify any handoff point and coordination requirements.) 3.
Design Revisions: Incorporate up to two (2) rounds of revisions based on feedback from City staff, the Business & Succes Development Ad Hoc Committee, and/or City Council prior to final concept approval. 4.
Engineering Coordination: Work with a qualified structural engineer (artist-provided or City-approved) to certify the sculpture and its anchoring system for wind load, seismic load, and weight-bearing requirements specific to the pedestal design. 5. Fabrication: Fabricate the final approved artwork in accordance with the approved concept, materials, and specifications within the fabrication period identified in the project timeline. 6. Packaging & Transport Coordination: Properly crate/prepare the finished artwork for transport and coordinate directly with the City's third-party delivery and installation contractor to ensure safe handoff, including any artist-specific handling instructions, anchoring hardware, or installation guidance. 7. As- Built Documentation: Provide final photographs, material specifications, and maintenance/cleaning guidance (including any anti-graffiti coating requirements) for the City's public art inventory and maintenance records.
Notes B. Delivery & Installation (Third-Party Contractor) Final delivery to the site and physical installation of each sculpture onto its pedestal will be performed by a separate, City-retained third-party delivery/installation contractor and is NOT part of the artist's scope of services. The artist's responsibility ends at proper packaging/crating of the completed, cured
