About this file
This is a Cost Proposal document for the Rural Maternity Care System Analysis request for proposal issued by the Minnesota Department of Health (MDH). The project seeks to engage stakeholders and conduct financial analysis to develop recommendations for sustainable rural maternal care delivery models. The vendor will be responsible for comprehensive stakeholder engagement and financial analysis that will inform pilot grant opportunities for hospitals and health systems. The analysis will examine strategies to promote financial sustainability of maternal care services specifically in rural areas of Minnesota, with recommendations serving as the foundation for subsequent pilot testing initiatives.
The cost proposal document establishes the pricing framework and financial submission requirements for vendors responding to this opportunity. Vendors must provide detailed cost breakdowns for all proposed services, including labor rates, consultant fees, travel expenses, and any other direct or indirect costs associated with the stakeholder engagement and financial analysis activities. The proposal should clearly delineate costs by project phase or deliverable to facilitate comparative evaluation and budget management. All pricing must be competitive and justified, with vendors expected to demonstrate cost-effectiveness in their proposed approach to delivering the required analysis and stakeholder engagement services for the rural maternity care system initiative.
