About this file

This is a vehicle specification document issued by the City of Pittsburgh Equipment Leasing Authority for the Office of Community and Health Services detailing requirements for a new 2026 Toyota Sienna LE rear-entrance wheelchair van. The specification calls for a front-wheel-drive passenger van equipped with a Vantage Mobility rear-entry, manual fold-out wheelchair ramp conversion designed for commercial and caregiver use, with the capability to transport a bariatric wheelchair. The vehicle must feature a 2.5L I-4 hybrid electric powertrain producing 245 horsepower, an 18-gallon fuel tank with EPA-equivalent ratings of 36 MPG combined, and a wheelbase of 120.5 inches. Interior configuration includes factory seating for eight passengers with conversion seating accommodating two wheelchair passengers in the rear-entry channel, aluminum L-tracks for wheelchair securement, and black Chroma Phantom safety flooring. The specification does not indicate item quantities, response dates, due dates, site visits, bidder meetings, award dates, or contract term information in this document.

The specification requires the vendor to provide complete turnkey delivery with the vehicle fully operational, clean, and ready for service. Warranty coverage includes Toyota's factory warranties of 36 months/36,000 miles for basic coverage, 60 months/60,000 miles for powertrain, and extended coverage for the traction battery and high-voltage electrical systems, along with a 7-year rust-through warranty on VMI conversion components. The vendor must supply comprehensive documentation including warranty information, operator and maintenance manuals, electrical schematics, and parts manuals. Additional requirements include a minimum five-year structural warranty on the vehicle body and five-year corrosion protection warranty. The specification mandates a white exterior finish, LED lighting throughout, a public address system, telematics preparation with dedicated power sources for City-installed Samsara equipment, and all federally required safety equipment. The document reserves the City's right to reject any vehicle failing to meet specifications, exhibiting poor workmanship, or failing operational testing.
