About this file

This document is a proposal template for Volume 3: Administrative & National Policy Requirements for the DARPA DSO Disruptioneering Program Announcement (DARPA-PA-25-07). The template requires proposers to provide comprehensive administrative details including team member identification, organizational conflict of interest disclosures, intellectual property assertions, research novelty, and compliance information. Key sections mandate documentation on potential government entities or FFRDCs, patent information, human subjects research, animal use, tax liability representations, and a plan for managing Controlled Unclassified Information (CUI) and Controlled Technical Information (CTI).

The associated federal contract opportunity is a DARPA Disruption Opportunity (DO) designed to rapidly investigate new scientific concepts with focused investments, targeting specific technical domains within 120 calendar days. The Defense Advanced Research Projects Agency (DARPA) seeks to leverage nascent scientific advances for national security applications through high-risk, high-payoff research initiatives across diverse scientific and engineering disciplines. Proposers must submit a comprehensive administrative document in English, with no specified page limit, using specific formatting requirements including 8-1/2 by 11-inch paper, 1-inch margins, and a minimum 11-point font size.
