About this file

This Proposal Evaluation Criteria document outlines the scoring methodology for the City of Lakeland's Historic Districts Resurvey Phase 3 project, a competitive solicitation for a Cultural Resource Management consultant to conduct a historic resources survey across three historic districts in Lakeland, Florida. The project requires comprehensive assessment and documentation of approximately 557 previously recorded buildings and sites, plus an estimated 138 structures built in 1976 or prior that have not yet been evaluated. The consultant must complete a minimum of 500 Florida Master Site File forms, conduct GIS analysis with field inspections, prepare maps and photographs, and deliver a final survey report with recommendations for National Register of Historic Places amendments. The consultant must meet National Park Service Professional Qualification Standards and comply with Chapter 1A-46 of the Florida Administrative Code regarding archaeological and historical report standards.

Proposals are evaluated across seven weighted criteria totaling 100 points: Background and Qualifications (25%), Personnel (15%), References (10%), Project Management (15%), Technical Merit (15%), Cost Effectiveness (10%), and Location of Respondent's Management Office (10%). Responses are rated on a scale of 1-10, with 8-10 considered more than adequate, 5-7 adequate, 1-4 less than adequate, and 0 indicating information not covered in the proposal. The cost effectiveness criterion awards the lowest bidder 10 points, with other proposals within the City's budget scored proportionately. Geographic proximity is incentivized, with firms located within 100 miles receiving 10 points, 100-200 miles receiving 7 points, 200-300 miles receiving 4 points, and those beyond 300 miles receiving 0 points.
