About this file
Project Manual Summary: Coopers Rock High Voltage Repairs Phase 1
This is a project manual for the West Virginia Division of Natural Resources (WVDNR) addressing directional boring and conduit installation work at Coopers Rock in Bruceton Mills, West Virginia. The project represents Phase 1 of high-voltage repairs and involves the installation of medium-voltage cables and horizontal directional drilling for conduit placement. The contract documents include standard AIA forms (A101-2017, A201-2017) establishing a stipulated sum basis of payment. The project manual incorporates Division 26 (Electrical) and Division 33 (Utilities) specifications, with Miller Engineering, Inc. serving as the architect (located at 54 West Run Road, Morgantown, WV). The contractor position is listed as "TBD" (to be determined), indicating the award had not been finalized at the time of document generation on April 21, 2026.
The contract sum is listed as $0.00, suggesting this document serves as a template or preliminary project manual prior to bid award and final contract pricing determination. Standard payment procedures are outlined through progress applications and architect certification, with provisions for retainage, change orders, and substantial completion milestones. The document includes comprehensive general conditions per AIA A201-2017, supplementary conditions, and administrative requirements including contractor submittals, quality requirements, and execution protocols. Insurance and bonding requirements are specified in Exhibit A to the agreement. The project documentation establishes mechanisms for change orders, construction change directives, and dispute resolution, with provisions for claims and mediation procedures.
