About this file

This document is a Request for Quote (RFQ) issued by the Commonwealth of Massachusetts for a Statewide Contract designated as PRF69 for Facilities Engineering Services. The contract is designed for pre-qualified consultants to provide engineering services across various disciplines, including civil, construction, coastal, geotechnical, mechanical, structural, energy systems, transportation, surveying, and water resources engineering. The RFQ is intended for use by eligible state departments and entities within different geographic regions of Massachusetts, including Boston, North Shore, Central, West, and South regions.

The contract allows for procurement of engineering services through a competitive quote process, with vendors responding to specific project requirements. While no fixed contract value is specified, the document indicates that each project will have its own estimated contract value and budget. Payment terms include a 10% retainage policy, where funds are held back until satisfactory completion of all tasks. Evaluation of vendor quotes will be based on criteria such as overall project approach, timely delivery, familiarity with specified issues, pricing, and potential prompt payment discounts. The Commonwealth reserves the right to accept, reject, or negotiate quotes, and to cancel the RFQ entirely if deemed in the best interest of the agency.
