About this file
This document is a U.S. Preference form related to procurement regulations for products manufactured in the United States, specifically governed by Louisiana Revised Statute (R.S.) 39:1604.7. The form provides guidelines for bidders seeking a five percent price preference when offering products manufactured within the United States, with detailed requirements for certification and qualification of domestic manufacturing.
The preference policy allows procurement officers to purchase U.S.-manufactured materials, supplies, and equipment that are equal in quality to international alternatives, provided certain conditions are met. These conditions include: (1) the U.S.-manufactured items cannot cost more than 5% above international alternatives, (2) vendors must agree to sell at the lowest bid price, (3) in cases of multiple U.S. manufacturers bidding within the 5% threshold, the lowest bidder can match the price, and (4) vendors must certify the U.S. origin of their products. The form requires bidders to specify which line items they are claiming preference on and the specific U.S. location of manufacturing, with a signature certifying the product's domestic origin.
