About this file
This document is a Louisiana Preference form for state and local contract opportunities, issued in accordance with Louisiana Revised Statutes 39:1604(H) & (I). The form provides guidelines for procurement officers and purchasing agents to consider products produced, manufactured, or assembled in Louisiana when making purchasing decisions. The preference applies to bidders whose workforce comprises at least 50% Louisiana residents, with conditions that the Louisiana-based products must be equal in quality and within 10% of the cost of out-of-state alternatives.
The preference policy allows vendors to claim a 10% price advantage if they meet specific criteria, including having a workforce of at least 50% Louisiana residents and producing, manufacturing, or assembling products within the state. The document defines key terms such as "assembled," "manufactured," "processed," and "produced" to clarify the conditions under which a product qualifies for the Louisiana preference. Bidders must complete the form in its entirety prior to bid opening, specifying the line items for which they are claiming preference and the location within Louisiana where the products are produced or manufactured.
