About this file

This is a U.S. Preference certification document for a procurement by the Louisiana Department of Transportation and Development (DOTD) related to the purchase of aluminum flat products. The document establishes the framework for bidders to claim a five percent price preference for products manufactured in the United States, contingent upon meeting specific conditions outlined under Louisiana Revised Statute 39:1604.7. Bidders must complete and submit this certification prior to bid opening to qualify for consideration; submissions made on alternative documents or after bid opening will not be accepted. The document requires bidders to declare whether they are claiming the U.S. preference, specify which line items qualify, identify the U.S. locations where products are produced or assembled, and provide certification that items are manufactured in the United States.

The preference is available only when U.S.-manufactured products are equal in quality to competing products and do not exceed the cost of non-U.S. manufactured alternatives by more than five percent. If multiple bidders claim the preference within the five percent cost threshold, the bidder offering the lowest price receives the award at that lowest bid price. Vendors must certify compliance by signature and provide detailed information regarding manufacturing locations, item numbers, and specific line items subject to the preference claim. The document contains blank spaces for bidder completion and checkbox fields to indicate whether the preference applies to all line items or specific items only.
