About this file
This is a U.S. Preference Certification Form for the Louisiana Department of Transportation and Development's Extruded Panel Hardware procurement. The form requires bidders claiming the five percent U.S. manufacturing preference to complete the document entirely and submit it prior to bid opening. Bidders must indicate whether they are claiming the preference, specify which line items qualify, identify the U.S. locations where products are produced, manufactured, or assembled, and certify under Louisiana Revised Statute 39:1604.7 that claimed items are manufactured in the United States. The form defines "manufactured in the United States" as products produced through manufacturing, final assembly, processing, packaging, testing, and other value-adding processes occurring within U.S. jurisdiction.
The preference provision allows vendors to compete with U.S.-manufactured products that are equal in quality to competing items if the cost does not exceed non-U.S. products by more than five percent and the vendor agrees to match the lowest bid price. When multiple bidders offer U.S.-manufactured items within the five percent cost threshold, the lowest bidder receives preference. Vendors must provide a signature and title certification confirming that items claimed for U.S. preference are manufactured in the United States. The form explicitly states that preferences submitted on alternative documents or after bid opening will not be considered.
