About this file

This is a Louisiana Preference Note to Bidder form issued by the State of Louisiana Department of Transportation and Development (DOTD) for the procurement of extruded panel hardware. The document establishes the procedural requirements for bidders seeking to claim Louisiana preference on products that are produced, manufactured, or assembled within the state. Bidders must complete this form in its entirety and submit it prior to bid opening to have their preference claim considered. The preference applies to all line items or specific line items at the bidder's election, and bidders must identify the specific Louisiana locations where the products are produced, manufactured, or assembled.

To qualify for the ten percent Louisiana preference, bidders must meet three conditions: the cost of Louisiana-produced items cannot exceed the cost of out-of-state items by more than ten percent; the vendor must agree to sell Louisiana items at the same price as the lowest bid; and the bidder's Louisiana workforce must comprise a minimum of fifty percent Louisiana residents. Louisiana preference applies only when Louisiana products are equal in quality to competing products. In cases where multiple bidders offer qualifying Louisiana items within the ten percent cost threshold, the bidder offering the lowest price on Louisiana items is entitled to accept the price of the overall lowest bid.
