About this file

This is a Pre-Bid Meeting Questions and Answers document from the Oregon Department of Transportation (ODOT) addressing clarifications for Bid S-73000-00015191, the I-5 SB MP9.7 Scaling Project. The project involves emergency rock scaling operations along Interstate 5 Southbound at Milepost 9.7 in Jackson County, Oregon, requiring removal of approximately 1,500 cubic yards of unstable failed materials and elimination of approximately 12 trees and small shrubs from the rockfall area. The solicitation process includes a voluntary pre-bid meeting held on October 24, 2025, with competitive quotes due by November 4, 2025. The project has a substantial completion date of December 31, 2025, with final completion by January 2, 2026. Prospective contractors must be registered with the Oregon Construction Contractors Board and possess specific personnel qualifications, including scaling supervisors with at least 3 years of experience and 1,500 hours of rope access scaling experience, and scalers with 1 year of experience and 1,000 hours of rope access experience.

Key clarifications addressed during the pre-bid meeting confirm that the 12 trees requiring removal have already been identified, primarily located on the slope on the south side of the rockfall area. Spoils and materials will remain on-site, with no offsite removal required. ODOT clarified that certain isolated rocks not impacting storage capacity do not require removal, and contractors should limit their bid estimates to the specifically designated area labeled "Remaining 2025 Failed Material." The project is subject to Oregon Bureau of Labor and Industries (BOLI) and federal Davis-Bacon wage rate requirements, with payment based on unit pricing for line items including mobilization, temporary work zone traffic control, pollution control plan, hand scaling, machine scaling, and temporary rockfall containment system. The contract is funded through combined state and federal sources, triggering compliance with Buy America provisions, Equal Employment Opportunity standards, environmental regulations, and FHWA Form 1273 requirements, including 30% performance threshold by the contractor's own organization.

Bid S-73000-00015191 10/24/2025 Voluntary Pre Bid Meeting: I-5 SB MP9.7 Scaling Project, Questions and Answers Contractor Question 1: Have the 12 trees to be removed been identified or will they be identified in the field?

ODOT Response: Yes, the 12 trees have been identified. They’re primarily on the slope on the south side of the rock fall.

Contractor Question 2: Is material staying at the site?

ODOT Response: Yes, spoils are to be left on site.

Contractor Question3: There is a lone rock on south side below the lower bench, does it need to be removed?

ODOT Response: No. This rock is not impacting storage capacity for the catchment and does not need to be purposefully manipulated off the slope.

Contractor Question 4: Is the only area of concern the area circled and labeled “Remaining 2025 Failed Material”?

ODOT Response: Yes, please limit your bid estimate to the area circled labeled “Remaining 2025 Failed Material”.
