PRE-SOLICITATION ANNOUNCEMENT

SEQUOIA AND KINGS CANYON NATIONAL PARKS

SEED HARVESTING

RFQ No. 140P8621Q0077

The National Park Service (NPS), Sequoia and Kings Canyon National Parks (SEKI), located in

Tulare County, California, has a requirement for seed harvesting.

The intent of this solicitation is to obtain quotes for receiving seed of native grasses, annual and perennial herbaceous plants hand-collected by SEKI Resources staff beginning in 2020. This seed, cleaned by SEKI staff, will then be turned over to commercial growers who will plant it across broad acreage for seed increase. The first of a series of commercial plantings will occur in fall of 2021. A seed increase target amount for Y2022 is 100 pounds of the assorted species.

This acquisition is full and open competition, and will result in a firm fixed price purchase order to a single vendor determined to be responsive and responsive The North American Industry

Classification System (NAICS) code is 115112; the small business size standard is 8 million.

Award selection shall be made on a Lowest Priced Technically Acceptable determination made after consideration of price and factors other than price. All work shall be performed under a single, fixed price purchase order.

The RFQ will be available via electronic commerce only and may be accessed on or about

September 12, 2021 at SAM.gov. The prospective Offeror is responsible for periodically checking the website for any amendments that may be issued prior to the closing date of the

RFQ.

SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number and an active registration in the System for Award Management (SAM) (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete online

Representations and Certifications at the SAM website.

Interested parties may explore Sequoia and Kings Canyon National Parks website to acquaint themselves with the general area and to view park maps at http://www.nps.gov/seki.
