About this file

This document contains a series of questions and answers (Q&A) regarding a Multiple Award Contract (MACC) for a federal procurement opportunity. The contract will involve predominantly design-build projects, with task orders ranging from $100K to $5M, and an average of 28.5 projects annually valued between $250K and $500K. Performance will be evaluated using CPARS ratings focusing on quality, schedule, management, and regulatory compliance, with sustainability and energy-efficiency (specifically LEED lighting replacement) being key considerations.

The government will allow joint ventures and mentor-protégé relationships, provided each business qualifies as small under the assigned NAICS code and is appropriately registered in SAM. They plan to release a draft Statement of Work and potentially a Task Order Seed project scope to help vendors with teaming and pricing strategies. Security requirements will be project-specific and detailed in individual task order statements of work. The contracting agency anticipates an on/off ramping process to replace contractors who are no longer part of the contract, and believes the established NAICS code is sufficiently broad to cover the contract's multi-capability requirements.

Text version

1. Will projects under the MACC be predominantly design-build, design-bid-build, or a mix of both?

-A mix of both with design builds roughly out numbering design-bid-builds

2. What is the anticipated range of task order values under this MACC (i.e., typical minimum and maximum per task order)?

-Our typical low is in the magnitude of $100K - $250K with our typical high being in the magnitude of $1 - $5M

3. Is there a preferred past performance threshold or number of relevant projects you recommend highlighting in the capability statement?

-We anticipate requesting relevant past performance information as a part of your proposal submission but have not solidified this requirement

4. Can you clarify the expected average annual volume (number and dollar value) of task orders to be issued under this MACC?

-The average is 28.5 projects with a magnitude of $250K - $500K

5. Will there be an on-ramp or refresh for additional contractors during the life of the MACC, or is this the only planned award cycle?

-We do anticipate integrating an on/off ramping – on ramping to replace KTRs that fell off

6. Does the Government anticipate any specialized security or access requirements (e.g., CAC cards, escort requirements, background checks) for personnel performing work on base?

-Outside of normal base access requirements, as described by SFS, your team may have additional security or access requirements based on the type or location of work.

Any additional security requirements will be detailed in the TO’s SOW.

7. What are the primary performance metrics the Government uses to evaluate MACC contractors during task order execution (e.g., timeliness, safety, quality)?

-We’ll use CPARS ratings to evaluate projects over $750K. The primary areas of focus are Quality, Schedule, Management, and Regulatory Compliance.

8. Are there any sustainability, energy-efficiency, or LEED-related requirements expected to be incorporated into future task orders?

-You can expect projects integrating sustainability and energy-efficient elements, specifically the base is going with forward with LEED products to replace lighting.

9. For companies with joint ventures or mentor-protégé relationships, are there any specific documentation or pre-approvals required before award or task order assignment?

-A JV of two or more business concerns may submit an offer as a small business for a Federal Procurement as long as EACH concern is small under the size standard corresponding to the NAICS code assigned to the contract.

This would also mean that they need to be individually registered in SAM as a small business and or registered in SAM as a JV Small Business with all owners listed appropriately. If these business (two or more) individually qualify as small businesses, then nothing else is needed aside from the appropriate registration in SAM.

The SAM helpdesk can provide more detailed information.

10. Will the Government be releasing a draft Statement of Work or sample task order scope prior to the final solicitation to better inform teaming and pricing strategies?

-We plan to release a draft of the Statement of Work for the MACC and will take into consideration releasing the Task Order Seed project scope as well.

11. Is the Government open to utilizing more than one NAICS code for this opportunity to cast a wide pool of vendors to support its multi-capability needs?

-We believe the established NAICS code is both wide enough to cover the contract’s requirements without narrowing the expected scope of work
