About this file
This is a Questions and Answers document for Solicitation 70B03C26Q00000020 (Notice ID PR20155115), a waste management and dumpster service contract for U.S. Customs and Border Protection (CBP) facilities in the El Paso Sector.
The incumbent contractor is Brown Point Facility Mgmt Solutions LLC (Contract 70B03C22F00000385), which performed services valued at $1,492,263.65 over four years. The new contract requires the winning contractor to furnish and service all 29 dumpsters across 12 CBP sites on a firm-fixed-price (FFP) basis with all disposal and tipping fees included; no government reimbursement for tonnage-based costs will occur. Service frequencies vary by location, with the high-frequency El Paso CPC site requiring 24 lifts per week. The contractor must establish its own cost estimates since the government has not provided historical tonnage data. Pricing should be broken down by individual location CLINs (10-90) on invoices. The government reserves the right to adjust service frequencies during performance, with changes handled on an as-needed basis. No recycling or environmental reporting is required. All facility access occurs between 0600 and 1500 hours at all sites; drivers require only valid state identification and vehicle registration, with no escort requirements or daily vehicle inspections mandated by CBP. The Period of Performance runs April 1, 2026 through March 31, 2031, consisting of a base year and four option years. Dumpster location maps will be provided at time of award. Offerors must submit a Staffing Plan detailing personnel types, roles, resources, and methods; past performance references should reflect comparable number of locations/frequency and total contract value.

Notice ID PR20155115
Solicitation 70B03C26Q00000020:
Q1: Name the incumbent contractor currently or most recently performing these services.
A1: Brown Point Facility Mgmt Solutions LLC, Contract 70B03C22F00000385.
Q2: Previously awarded amount or total contract value for the most recent contract period.
A2: $1,492,263.65 (4 years).
Q:3 Dumpster Ownership: Section 7.0 of the SOW discusses "Contractor Furnished Items". Does the contractor provide all 29 dumpsters listed in Attachment A, or are any of the current dumpsters government-owned and to be serviced?
A3: Contractor will provide all dumpsters. Government does not own any dumpsters.
Q4: Tonnage and Disposal Fees: Is the Firm-Fixed-Price (FFP) for each line item expected to be "all-inclusive" of disposal/tipping fees, or will the government reimburse actual disposal costs based on weight tickets?
A4: All inclusive. Government will not reimburse.
Q5: Estimated Waste Volume: Can the government provide historical monthly tonnage or average "fill levels" for the high-frequency sites like the El Paso CPC (24 lifts/week) to help in estimating disposal costs?
A5: The Government does not have this historical data. It is up to the contractor to keep track.
Q6: Bulky Item Definition: Section 5.3 (per the TOC) covers bulky item removal. What constitutes a "bulky item" (e.g., furniture, pallets, tires), and is there a limit to the number of bulky item requests per month included in the base price?
A6: Statement of Work does not have a section 5.3, not sure where this is coming from. TOC also does not have this section.
Q7: On-Call/Roll-Off Services: For the on-call services mentioned in Section 5.4, should these be priced as a separate unit rate (per pull + per ton), or are they to be factored into the overall monthly fixed price for each location?
A7: There is no Section 5.4 in the Statement of work.
Q8: Service Frequency Adjustments: Attachment A lists specific frequencies (e.g., 6x weekly for Ysleta). Does the government reserve the right to increase or decrease these frequencies during the performance period, and how will those changes be priced?
A8: Yes, the Government does reserve the right to increase or decrease services as needed. Changes will be handled on an as-needed basis.
Q9: Holiday Schedule: Section II.18 and II.26 discuss federal holidays. If a scheduled pickup falls on a federal holiday, is the contractor required to make up the lift on the preceding or following day, or is the service simply skipped for that week?
A9: Local contractors will schedule around the holiday.
Q10: Facility Access Hours: What are the specific "gate hours" or allowable service windows for each facility?
Are all sites accessible between the standard 0600 and 1500 window?
A10: All sites have the same hours of 0600 to 1500.
Q11: Security Clearances: Section 13.0 (Physical Security) and 14.0 (Personnel Conduct) mention security requirements. Do drivers require a full Background Investigation (BI) or just a valid state ID and vehicle registration for entry?
A11: All drivers must have a valid state ID and vehicle registration.
Q12: Escort Requirements: Will contractor personnel be required to be escorted by a Border Patrol agent at any of the sensitive locations (e.g., CPC or Stations), and if so, what is the typical wait time for an escort?
A12: No escort needed.
Q13: Vehicle Inspections: Are contractor vehicles subject to daily inspections upon entry/exit of the Border Patrol stations, and should the contractor factor in additional "dwell time" for these inspections into their route planning?
A13: It will be the Contractor’s responsibility to ensure trucks are inspected and in good condition.
Q14: Price Schedule Format: The solicitation mentions a "Price Schedule" (Attachment C). Is there a specific template provided, or should offerors create their own breakdown of monthly vs. annual costs per location?
A14: Price schedule is attached.
Q15: Service Category S205: The solicitation classifies this as Service Category S205. Are there any specific environmental or "green" reporting requirements (e.g., diversion rates/recycling stats) required under this category or under Section II.11 (Sustainable Products)?
A15: There will be no recycling on this contract.
Q16: Invoicing per Location: Should invoices be submitted as one consolidated monthly bill for the entire El Paso Sector, or must they be broken down by the individual CLINs (10-90) corresponding to each station?
A16: Invoices should be broken down by location.
Q17: Staffing Plan Detail: Factor 1 requires a Staffing Plan. Given the nature of waste hauling (typically 1 driver/1 truck), is the government looking for a detailed organizational chart or just a summary of the personnel and backup drivers assigned to the route?
A17: The Offeror shall provide appropriate staff to meet the Government's requirements. The Offeror shall provide a Staffing Plan that includes the types of personnel and their respective roles, and summary of the resources, tools and methods that the Offeror shall utilize to provide the necessary services and performance standards specified within the Statement of Work.
Q18: Past Performance Relevancy: For the three required references, does the government consider "size and scope" to be based on the number of locations (12 sites) or the total annual contract value?
A18: Size refers to number of locations and frequency, and scope refers to total contract value.
Q19: Incumbent Information: Is there an incumbent contractor currently performing these services? If so, what is the current contract number and annual award value?
A19: Answered in Question above Q/A1.
Q20: Site Visit: Given the geographical dispersion and security of the sites, will the government host a pre-proposal site visit or provide a virtual tour of the dumpster enclosures to assess accessibility?
A20: No site visits. When awarded there will be a kick off meeting. All dumpsters are within Government property.
Q21: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?
A21: Answered above in Q/A1 Q22: PWS mentions a Dumpster Location Maps (Attachment B) for container locations at each facility, but no map was included. May we kindly confirm if this map is available?
A22: Map will be available at time of award. All dumpsters are within Government property; address for all locations have been provided.
Q23: Is there a proposed price schedule for the option years? The provided price schedule is for the base year only. Do you want us to duplicate this to represent the option years?
A23: Price schedule is attached.
Q24: Can you please confirm that we only need to fill out blocks 12, 17, 23, 24, and 30.
A24: RFQ only goes through Block 16.
Q25: Would you like pricing for each location and/or container or a total price for all containers listed on the task and frequency chart. Would Unit Price (23.) be monthly total for all containers or itemized monthly prices for each site. Would Amount (24,) be price for one year of service? It is confusing to us because you have Items 10-90 on the Request for Quotation and then you have 12 sites on the Task and Frequency Chart. It is unclear exactly how we should present our pricing.
A25: Price schedule template attached.
Q26: The Schedule lists CLINs 0020 and 0030 as “Clint BPS (Base)” (as labeled). However, the Delivery Schedule lists CLIN 0030 as delivered to the Ysleta address (12245 Pine Street Drive, El Paso, TX 79936).
Please confirm the intended site/facility for CLIN 0030.
CLINs 0080 and 0090 are both labeled “Santa Ter BPS/Range (Base).” Please confirm whether both are intended and, if so, how the scope is separated between CLIN 0080 and CLIN 0090.
A: Use the Price Schedule attached.
Q27: The SOW indicates the Base Year is April 1, 2026 – March 31, 2027. The RFQ delivery schedule shows 04/02/2027 for base items. Please confirm that services are continuous throughout the base year and that the delivery date is simply an administrative placeholder/end-of-period date.
A27: Period of Performance is as follows:
Base Year is April 1, 2026 through March 31, 2027.
Option Year 1 is April 1, 2027 through March 31, 2028 Option Year 2 is April 1, 2028 through March 31, 2029 Option Year 3 is April 1, 2029 through March 31, 2030 Option Year 4 is April 1, 2030 through March 31, 2031 Q28: The SOW references “Dumpster Location Maps (Attachment B)” for each facility’s container locations.
Could you please provide Attachment B, or confirm when/how the container locations will be provided to the awardee?
A28: Answered on Q/A 22.
Q29: Please confirm whether the existing dumpsters at each site will remain in place and become the contractor’s responsibility for serviceability (including lids/locking mechanisms), or whether the contractor is expected to furnish dumpsters meeting the sizes/quantities in Attachment A.
A: Answered on QA3 Q30: For “locking mechanisms to prevent wind from blowing open lids,” please confirm any preferred/required locking style (if any) (e.g., bar/hasp/latch).
A: The Government does not have a preference as long as dumpsters can be opened by employees.
Q31: The SOW requires maintaining collection points/dumpsters free from overflow and coordinating any changes to scheduled services with the COR/CO. If overflow occurs between scheduled pickup days: Is an unscheduled extra pickup expected as part of the fixed-price requirement?
If yes, is there a target response time (e.g., same day/next business day), and does CBP want offerors to assume a notional allowance of extra pickups per month or per year for pricing normalization and bid comparability?
A31: Answered QA8.
Q32:
We understand this is a performance-based, firm-fixed-price requirement and we are not requesting incumbent pricing or proprietary contractor information. However, disposal volumes (weight/tonnage) drive a substantial portion of cost (tipping fees, number of dump runs, and route planning). If available, could CBP provide a Government estimate for bid preparation purposes, such as: Average monthly tonnage (or annual tonnage) for the overall requirement; and/or Average tons per pickup (or per site per week) based on recent historical operations.
A32: Answered on QA5.
