About this file

This document is a Single Source Justification form for a federal contract to replace refrigeration systems at the U.S. Consulate in Frankfurt, Germany. The U.S. Department of State seeks to award a sole-source contract to HL Gebäudetechnik GmbH for replacing refrigeration systems in two walk-in coolers located in the consulate's cafeteria. The total estimated contract value is $19,000, including options, with urgency justified by critical equipment failure, potential food spoilage risks, and ongoing high repair costs (over $10,000 spent in the past year on temporary repairs).

The contract is being awarded directly to HL Gebäudetechnik GmbH due to their specialized expertise with the specific refrigerator models, proven track record, and the time-sensitive nature of preventing food spoilage and maintaining operational continuity. The existing refrigeration systems, installed in 2005, are end-of-life, continuously losing refrigerant, and pose significant health and operational risks. The sole-source justification emphasizes the immediate need to replace the systems to ensure safe food storage, prevent financial losses, and maintain the consulate's cafeteria operations.

Requiring Activity GSO

SECTION 2: NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED

Approval is requested to award on a sole source basis to HL Gebäudetechnik GmbH in Dieburg, Germany for the supplies and/or services described in Section 3 on behalf of the Requiring Activity.

SECTION 3: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS

The requirement is to replace the refrigeration system on two walk-in coolers in the cafeteria at the U.S.

Consulate in Frankfurt. The estimated value for the entire period of performance is $19,000, including options. These supplies/services require the replacement of the refrigeration system of the two walk-in refrigerators in the cafeteria. This will allow the cafeteria contractor to serve meals daily.

The two walk-in refrigerators in question are critical to the storage of perishable food items that are essential to the consulate's cafeteria operations. Recently, both refrigerators have experienced several significant malfunctions that have compromised their ability to maintain the temperature required for safe food storage.

The refrigeration systems in the walk-in coolers were installed in 2005, are EOL, and continue to lose refrigerant. It is only a matter of time before they fail again. We have spent over $10,000 in repairs in the last year to keep the current refrigeration system running. Each short-term repair costs us an average of $1,500. It is critical that the entire refrigeration system be replaced as soon as possible.
