About this file
This is a Request for Quote (RFQ) issued by the Orlando Utilities Commission (OUC) for a remote start well pump project at the Osceola Generation Station (OGS) in Orlando, Florida. The project objective is to design and implement an RF-based remote control system for two water pump locations, enabling operators to command pump start and stop functions while receiving pump-running status signals back to the control system. The scope encompasses engineering and submittal development, controls programming, materials and equipment procurement, installation, field testing, and startup. Deliverables include detailed wiring diagrams, sequence of operations documentation, method of procedure documentation, as-installed drawings, PLC programming, RF communications configuration, three NEMA 3R steel enclosures with integrated Schneider Electric/Modicon PLC components, and one hour of training upon completion. The RFQ was issued on September 1, 2026, with responses due by September 24, 2026, at 2:00 p.m. local time. A non-mandatory pre-response conference is scheduled for September 10, 2026, at 9:00 a.m. EST at the Osceola Generation Station in St. Cloud, Florida, allowing interested contractors to visit the site and submit questions in advance. No specific award date or contract term is identified in the document.
The RFQ does not specify a total contract price or pricing structure in the main document; bidders are instructed to submit pricing on a separate page not included in the provided text. Quotations should be submitted via VendorLink or emailed to Buyer of Record Jon McLester at jmclester@ouc.com. Suppliers must comply with Florida Statutes Section 287.133(3) and 287.135 regarding public entity crimes and scrutinized companies, submit a sworn statement, dispute disclosure form, W-9, proof of insurance (General Liability, Worker's Compensation, and Automotive), and a business license. The preliminary RF equipment basis references industrial wireless Ethernet PLC radio technology operating at 2.5 GHz with frequency-hopping spread spectrum modulation on a license-free basis, though final specifications must be confirmed through RF engineering. The OUC reserves the right to award items to one or more suppliers or make no award, with all terms and conditions of the Purchase Order superseding any terms proposed by the supplier.
