About this file
This document is a detailed report from the City of Pittsburgh regarding potential locations for an Automated Red Light Enforcement (ARLE) program. The report presents a comprehensive analysis of nine intersections across Pittsburgh, evaluating their red light running (RLR) trends from 2019-2023 and conducting field investigations to determine suitability for ARLE deployment. After careful review, the city identified five preferred locations for implementation: N Dallas Ave & Penn Ave, Gen Robinson & Anderson St., 5th Ave & Negley Ave, East Ohio & Madison Ave, and West End Bridge & Rt 65/Chateau. Each location was assessed based on factors such as RLR frequency, signal coordination, traffic volume, visibility, and potential safety improvements.
The document reveals nuanced decision-making criteria for each intersection, with some locations requiring preliminary infrastructure improvements before ARLE deployment. For instance, the Broad St. & Centre Ave intersection needs signal coordination, while 5th Ave & Frankstown Ave requires signal timing optimization and system upgrades. The analysis also considered unique challenges like tunnel traffic, peak hour commuting patterns, and visibility issues. The potential ARLE locations map illustrates the geographic distribution of these intersections across Pittsburgh's neighborhoods, providing a visual representation of the proposed enforcement zones. The city's approach demonstrates a data-driven strategy to enhance traffic safety by targeting specific intersections with documented red light running issues.

After field investigation
Intersection RLR Trend 2019-2023
Field visit findings
Broad St. & Centre Reported RLR :6, SB run 4,WB run 1 , NB run 1 4 signals in very close proximity not coordinated . Creating confusing and frustration that resulting in RLR.
Decision: Signal coordination before ARLE deployment N Dallas Ave & Penn Ave Reported RLR-8. EB run-6,NB Run-1,WB run-1 High number of RLR including PRT Bus.
Decision: Selected location 5th Ave & Frankstown Ave & Washington
Blvd Reported RLR- 12,WB run-7,SB run-3, NB run 2. System doesn’t have any radar or sensor, no pedestrian button. Side Street has more traffic volume during peaks than the allocated time. Confusing timed turn restrictions.
Decision: Signal timing optimizing and upgrade before ARLE deployment Gen Robinson & Anderson St. Reported RLR--9 , SB Run 4, EB run 3, NB run 1, WB run 1 High number of RLR during the Peak hours mostly commuting trips
(Assumptions) Decision: Selected location
5th Ave & Negley Ave Reported RLR : 8, EB run 4, WB run 4 Hight number of 5th Ave RLR due to speeding.
Decision: Selected location
East Ohio & Madison Ave Reported RLR : 15, EB run- 9, WB run- 2, NB run- 4 Has visibility issue due to Bridge structure EB & signal block by temporary sign placements-NB
Decision: Improve visibility of the signals from approaches before ARLE Deployment
PJ McArdle & Liberty Tunnel Reported RLR: 6, NB run 2, EB run 2, WB run 1, SB run 1 Tunnel traffic. Advance warning will be tricky. Absent VRU factor. Have high number of existing Rear end crash trend.
Decision: Wait for future phases
Saw Mill Run & Timberland Ave & Bausman Reported RLR : 4, EB run 3, SB run 1 Focus on Rear end crash concentration (High) and detection actuation of the Red white blue lot.2 out 3 EB runs are generated from there.
Decision: Upgrading the detection system and other safety improvement for the Saw mill run thru before ARLE deployment.
West End Bridge & Rt 65/Chateau Reported RLR: 9 , NB run 6, EB run 1, SB run 1, WB run 1 Peak hour and event days (Assumptions) NB run Decision: Selected location
Library Rd & Saw Mill Run Rd Reported RLR : 1, SB run might have impaired driving impact .Resulted into Fatality
Only 1 RLR. Very complex intersection with a lot of volume. Should focus on capacity enhancement or flow improvement.
Decision: Not a good deployment location with current configurations.
