About this file

This document is a Request for Information (RFI) issued by the Project Manager Mission Command to gather industry feedback on Data Platform capabilities that can operate in cloud, on-premises, bare metal, or hybrid environments, including disconnected, disrupted, intermittent, and low-bandwidth (D-DIL) scenarios.

The RFI requests interested sources provide a white paper (not exceeding 10 pages) demonstrating recent experience and capabilities in providing the described requirements. Key details include:

  • The Data Platform is expected to support Mission Command, enabling data ingestion, egress, synchronization, query, normalization, curation, and dissemination across the Army hierarchy from Army Service Component Command to Division echelons.
  • The Government is considering a flexible deployment model with both on-premises/edge and cloud solutions, requiring compliance with IL5 and IL6 security.
  • Performance requirements include near-real-time data transfer within 8 seconds for live data feeds like ground PLI, air tracks, and sensor data.
  • The acquisition strategy and timeline are not yet defined, as this RFI is for market research purposes only.

#INDUSTRY QUESTIONGOVNT ANSWER
1How does this Mission Command Data Platform compare/interface/relate to the other Army Data Platforms (i.e. Tactical Data Platform (DEVCOM), Army Data Platform (PEO EIS) and Army Intelligence Data Platform (AIDP) (PEO IEW&S))?The PM MC data platform is separate from other efforts like PEO IEW&S and PEO EIS, but the Army will assess opportunities to integrate these platforms in the future.
2Is it correct to assume that this Data Platform will be utilized for Next Generation C2 (NGC2) and the applications such as AFATDS AXS and JTIC2S?It should be considered a separate effort from NGC2, AXS, and JTIC2S, but will be interoperable. Principles for development will be aligned.
3Can the government provide clarification regarding potential deployment scenarios for the Data Platform being considered as part of this inquiry?Deployment will be flexible, both on-prem/edge and cloud, accounting for potential DDIL environments. Remain in IL5 and IL6 security. A Global and Persistent deployment of capability integrated with the Army objective of a Data Mesh and servicing Army hierarchial data needs from the Army Service Component Command down to Division echelons. The deployment concept is to establish Master Data Nodes at a Global Scale in the MCSC and with ASCCs. Master Data Nodes include full functionality of the data platform and permit the ability to ingest (from Authoritative Data Sources and Tactical Data Nodes (TDNs)), egress (to Authoritative Data Sources and TDNs), synchronize, query, normalize, curate, mediate and disseminate data sets. Tactical Data Nodes are deployed to Corps and below echelons in a peered architecture to enable data dissemination from and data synchronization with a MDN. TDNs can be configured as a MDN when a Corps or Division is allocated to a COCOM without an ASCC parent headquarters.
4Is the Government considering procuring the Data Platform with a single Task Order? Or are they expecting to procure via multiple Task Orders, purchasing components potentially from different vendors? This announcement is an RFI, Request for Information, which is used to complete required market research and in no-way commits or obligates the Government to move forward with a full-blown solicitation. With that said, there is no definitive acquisition strategy identified at this time with regards to a procurement process against this RFI subject.
5Is the government intending on using the New Modern Software Development (MSD) IDIQ (ACC-APG DC3oE) for procuring the Mission Command Data Platform? This announcement is an RFI, Request for Information which is used to complete required market research and in no-way commits or obligates the Government to move forward with a full-blown solicitation. With that said, there is no definitive acquisition strategy identified at this time with regards to a procurement process against this RFI subject.
6Will the solution need to consider zero trust in implementation of data access, user authorization, network connectivity, and similar components of the DoD Zero Trust Overlays?Yes.
7Is on-demand data provisioning required for on cloud implementation only?On demand data provisioning is required to support/provide unit data needs at all echelons where the software is deployed, in both cloud and cloud edge nodes, including during D-DIL conditions.
8Could you please quantify/define envisioned scale of data? Further, could you please provide performance metrics on High Performance data integration and management? At this time, we cannot quantify the potential scale of data but the data need is to enable the execution of Mission Command, and data centric applications built to enable Mission Command, via the data platform and all of its required functions. The operational scale requires a Global Master Data Node and Master Data Nodes at the Theater level, which would imply petabyte-level data needs. High Performance data integration and management is required in support of live data feeds that are near real time. Examples of these data sets are ground PLI, Air Tracks, Theater Ballistic Missile tracks, space tracks, and sensor data providing streaming video. Near real time data must be transferred within 8 seconds of the source location report.
9Can you clarify the relationship between the glossary and data discovery with regard to data cataloging?Glossary should define data. Data discovery should be executed via the data catalog, which should provide tagging and search capabilities. All should be used in tandem to support data governence and management.
10What is the acquisition timeline you are contemplating for this capability? This announcement is an RFI – a Request for Information which are used to complete required market research and in no-way commits or obligates the Government to move forward with a full-blown solicitation. With that said, there is no definitive timeline identified at this time with regards to a solicitation against this RFI subject.
11For the self-assessment checklist (Excel sheet), are there certain values we should put in the “Compliance” column as opposed to Yes and No?Please only respond with "Yes" or "No".
