About this file
This is a Central Management Services Procurement Justification Form completed by Jacksonville Correctional Center, a state facility requiring emergency procurement authorization. The document is classified as a one-time purchase procurement using SP Emergency methodology, with contract number 26-426DOC-JACKS-326159.
Jacksonville Correctional Center sustained damage to its high-voltage transformer during a storm on June 17, 2026, resulting in loss of power to six buildings and leaving Housing Units and the Academic Building without air conditioning or normal electrical service. The facility currently operates on generator power with minimal electrical capacity. The procurement seeks emergency authorization for assessment services to determine restoration or replacement requirements for the transformer. The estimated value of this one-time purchase is $7,500.00. No Business Enterprise Program (BEP) goal calculation was required as this procurement falls below the $100,000 threshold for such requirements.
