About this file

This document is a Statement of Work (SOW) for replacing the Main Motor Heat Exchangers on the NOAA Ship PISCES, scheduled for May 15-30, 2025, located in Norfolk, VA. The project requires a contractor to remove existing Thermofin heat exchangers, conduct air tests on new government-furnished material (GFM) heat exchangers, install the new heat exchangers using stainless steel hardware, reconnect piping, insulate components, and perform comprehensive testing with Ship's Force and ABS certification.

Key technical requirements include air testing at 50 PSI, modifying air box bolt holes if necessary, using specific sealants (APOC 5070 Everclear Tri-polymer), painting new surfaces, and conducting thorough operational tests to verify motor cooling and leak-free installation. The solicitation is a 100% small business set-aside under NAICS code 336611, with technical evaluation criteria emphasizing schedule, installation plan, contractor capabilities, and past performance. Quotes are due by April 30, 2025, at 12:00 PM ET, with a contract award anticipated for the heat exchanger replacement work on the NOAA Ship PISCES.

NOAA Ship PISCES Main Motor Heat Exchanger Replacement

1. SCOPE:

1.1. Replace the Main Motor Air Cooler Heat Exchangers NOAA Ship PISCES.

2. REFERENCES

2.1. Drawing M282-085-FA02 “General Arrangements”

2.2. Thermofin Heat Exchanger Drawing 11463-1 “Type Electra L/D”

2.3. IHT Heat Exchanger Drawing SKT012125 “Coil Assembly 4-Row 2-Pass MTCL”

2.4. Drawing M282-081-FM10-Equipment Removal Routes

2.5. Technical Manual FRV40-226-058-010 “Motor, Propulsion DC Models: 2795AA, 2x1125 KW (2X1508 HP), 750 VDC, 134 RPM”

3. GOVERNMENT FURNISHED MATERIAL

3.1. Two (QTY 2) Main Motor Air Cooler Heat Exchangers

3.2. Two (QTY 2) Orifice Plates (1-inch)

4. REQUIREMENTS

4.1. Contractor is responsible for providing all labor, materials, rigging, support, supervision, and expertise required to accomplish the work of this item. Temporary relocations of all interferences are the responsibility of the contractor as well as maintenance of workplace cleanliness and final cleaning of the work area.

4.2. Any welding required to be performed under this work item shall conform to ABS requirements with ABS approved welder certifications and procedures provided to the attending ABS Surveyor.

4.3. Ship’s cranes may be used for onloading / offloading the heat exchangers. Provide 24-hour notification to COR for use of Ship’s Cranes.

4.4. Maintain workplace cleanliness to prevent any dust, debris, contamination, or any materials from entering the Main Motors. Maintain positive control of all hardware and verify all hardware has been retained and accounted at the end of each workday for to prevent any entry into or damage of the Main Motors.

4.5. Work with Ship’s Force to lock-out / tag-out the Main Motors and ancillary equipment as needed. Contractor shall put their locks on top of ship’s locks for dual protection.

4.6. Temporarily remove obstructions in the Lower and Upper Engine Room levels for rigging the Heat Exchangers.

4.7. Unbolt existing Thermofin Main Motor Heat Exchangers (Reference 2.2) and remove from the ship. Stack and secure the removed heat exchangers on a pallet and turnover to the COR. Disconnect the air boxes as needed to provide space for rigging the heat exchangers. Photos of existing heat exchangers are provided below:

4.8. Prior to installation, conduct an air test on the new GFM furnished heat exchangers to 50

PSI and hold for one (QTY 1) hour.

4.9. Install the new GFM furnished heat exchangers (Reference 2.3) using new 316 stainless steel hardware. Note that the new Heat Exchangers were fabricated from prior heat exchanger drawings and should be a very close installation fit, but slight air box bolt hole modifications may be required for installation. Submit a CFR for any significant interference / installation issues beyond small modifications that can be readily handled by increasing air box bolt hole size 1/8” maximum. Ensure to remove any debris and maintain work site cleanliness.

4.10. Reassemble any motor air boxes temporarily moved for heat exchanger installation. Tap and thread failed bolt holes in the Main Motor Air Box cover housings.

For bidding purposes, estimate for tapping/threading ten (QTY 10) bolts and installing an additional 5 Helicoils for failed bolts (1/4 – 3/8” bolt sizes). Note that any caulk used during the installation / reassembly process must be APOC 5070 Everclear Tri-polymer sealant (or approved equal).

4.11. Connect the leak-off detector piping to the heat exchanger leak-off port.

4.12. Conduct a second air test on the new GFM furnished heat exchangers to 50 PSI and hold for one (QTY 1) hour.

4.13. Reinstall all temporarily removed obstructions / interferences to match as-found conditions.

4.14. Touch up paint all new and disturbed surfaces to match surrounding surfaces.

4.15. Paint the new Main Motor Heat Exchangers (primer and top coat).

4.16. Connect all flexible joints and piping to the new heat exchangers. Install the GFM furnished 1-inch orifice plates on the discharge side of the heat exchanger.

4.17. Insulate the inlet and discharge piping to the heat exchangers. A photo of the current piping and insulation condition is provided below:

4.18. Conduct a final inspection of the heat exchangers and air boxes to ensure no debris was left within the housings.

4.19. Test the newly installed heat exchangers by running water through the new coolers for a minimum of 2 hours.

4.20. Work with Ship’s Force to test and run the Main Motors. Inspect the heat exchangers and verify leak free installations. Test the leak off detectors with Ship’s

Force.

4.21. Inspect the installation and motor operation with ABS. Government will provide

ABS services.

4.22. Insulate the Main Sea Water supply and discharge piping to each heat exchanger.

Paint all insulation after installation.

4.23. Technical Evaluation Criteria:

4.23.1. Bidder must provide relevant past performance accomplishing similar work on government/NOAA vessels.

4.23.2. Bidder’s quote must contain an installation schedule demonstrating length of time needed to accomplish work, working hours, and manning.

4.23.3. A higher emphasis will be placed on schedule, installation/rigging plan, contractor technical capabilities/quality, and past performance over price.

5. QUALITY ASSURANCE

5.1. Test the newly installed main motor heat exchangers and verify no leaks.

5.2. Test Main Motor operation with ABS and Ship’s Force. Ship’s Force will conduct a sea trial and test motor operation to validate Main Motor full power operation with sufficient cooling provided to maintain main motor bearing and winding temperatures are within

OEM limits specified in Reference 2.5.
