This is a Request for Proposal (RFP) issued by Pierce County Parks and Recreation in Washington for golf course management services covering two county-owned facilities. Pierce County seeks a qualified golf management organization to operate, maintain, market, and enhance Chambers Bay Golf Course and Lake Spanaway Golf Course under a long-term partnership agreement. The scope of work includes management of all human resources, golf operations, pro-shop retail sales, food and beverage operations, course maintenance, and landscape maintenance. Chambers Bay is an 18-hole championship Irish/Scottish links-style course located in University Place that previously hosted the 2015 U.S. Open and 2010 U.S. Amateur Championships, with additional USGA events scheduled for 2027 and 2033. Lake Spanaway is an 18-hole championship course opened in 1967 located adjacent to Spanaway Lake and the Sprinker Recreation Center. The RFP was released on October 16, 2026, with a question deadline of November 4, 2026, and a proposal submission deadline of November 13, 2026, at 1:00 p.m. A non-mandatory pre-proposal workshop is scheduled for October 27, 2026. The anticipated contract term begins April 1, 2027, and ends March 31, 2037 (10 years), with a County option to extend for up to 5 additional years. Interviews are anticipated in early December 2026, with estimated contract execution on April 1, 2027.
Proposals must include a Capital Reinvestment and Revenue Growth Plan identifying operator-funded, jointly funded, or other innovative capital investment opportunities, a detailed business plan with financial proforma projecting revenues and expenditures by business unit, management fee structure with bonus recommendations, supporting financial data, key personnel resumes, and a Championship and Community Golf Strategy addressing both championship-level event hosting and local community access and instruction. The County will not retain lifecycle replacement responsibility for capital equipment and furnishings, though this does not preclude operator-funded or jointly funded improvements. Prevailing wages pursuant to Washington Chapter 39.12 RCW must be paid for maintenance work. The County anticipates awarding a single contract but reserves the right to make fewer or no awards based on proposal quality and available funding. Proposals will be evaluated on 13 criteria totaling 255 points in initial evaluation, with potential interviews worth an additional 125 points, with the highest-weighted criteria being Capital Reinvestment and Revenue Growth (40 points), Experience Managing Major Golf Championships and Events (30 points), and Experience in Landscape Maintenance (25 points). 1. Introduction
1.1. Pierce County's eProcurement System
Welcome to Pierce County's eProcurement System. This system is inclusive to the procurement process, including submission of any questions and/or clarifications, the release of any addenda/notices, and submission of proposals. It is strongly encouraged that organizations responding to any procurement first read the entire procurement, paying close attention to the timelines, scope of work, eligibility, submission requirements, and specifically to the questionnaire section, which may include required attachments (when applicable), and ask for any clarifications regarding content and instructions early in the process.
1.2. Summary
Pierce County Parks and Recreation are interested in building strong local and regional interest and profitability of our two golf courses. The County is seeking a long-term operating partner that will bring operational expertise, innovation, financial strength, and a willingness to invest in the continued success of Chambers Bay and Lake Spanaway. Proposals should identify opportunities for operator-funded, jointly funded, or other innovative capital investment and revenue-growth strategies. We are seeking a highly skilled and qualified golf management organization to operate, maintain, market, and enhance
Chambers Bay Golf Course and Lake Spanaway Golf Course. The County's objectives include increasing rounds and local participation; securing regional, national, and international tournaments; maximizing sustainable revenues and operating efficiencies; maintaining high-quality course conditions and customer service; and supporting long-term capital reinvestment in the County's golf facilities.
Our current management company’s contract is expiring and as a public facility, Pierce County ensures that a fair and competitive process is open to all qualified and interested parties. Through this process, we expect to obtain the most qualified golf management company who will deliver the best in service delivery and profitability to the citizens of Pierce County.
1.3. Background
Pierce County Parks and Recreation is responsible for two golf courses owned by the County. We understand the benefits of obtaining the experience and expertise of a golf course management company and believe our facilities are better served and maintained by those with these core competencies. Therefore, we are seeking proposals from qualified organizations to operate the following golf courses and their associated retail shops, restaurants, and services.
The Chambers Bay Golf Course is an 18-hole Irish/Scottish links style course located along the shores of
Puget Sound. The Course hosted the 2015 U.S. Open and 2010 U.S. Amateur Championships. The Course recently hosted the US Women’s Amateur in 2022 and has two additional USGA events scheduled for
2027 and 2033, as well as numerous other national, regional, and collegiate tournaments. The course is in the City of University Place, Washington, approximately forty-three miles south of downtown Seattle, thirty-three miles from Seattle-Tacoma International Airport, and twenty-four miles north of Olympia.
The site boasts beautiful scenic views of the snow-covered Olympic Mountain ranges, adjacent islands and Puget Sound. The Course is readily accessible by Interstate 5 or State Highway 16. The course plays from 5,100 to 7,585 yards with a rating of 75.6 from the Navy tees with a slope of 139. The clubhouse consists of a pro shop and restaurant with outdoor patio seating. In addition, “The Landing” is located between the 1st and 10th hole and serves as a starting area for golfers, and place to grab a quick bite or meet for a drink for both golfers and park goers. On a seasonal basis, the Chambers Bay Event Pavilion is erected which serves up to 200 guests for special events. The course includes two driving ranges. One full size range located south of the course and another small range is located near the 1st tee in the interior of the course. Shuttle vehicles are utilized to transport golfers from the clubhouse to the driving range and “The Landing”. Golf instruction is provided on-site. Another unique feature of Chambers Bay is the integration of a pedestrian walking path into the actual course design. The Soundview Trail winds through a portion of the course offering walkers sweeping water views of Puget Sound. The companion
Grandview Trail offers panoramic views over the course. The combined 3.1-mile loop is a popular destination and draws walkers and recreational enthusiasts from around the region.
Lake Spanaway Golf Course opened in 1967 and is located at 15602 Pacific Avenue in Spanaway, a community south of Tacoma adjacent to Spanaway Lake and Sprinker Recreation Center, one of Pierce
County’s most heavily used recreational facilities, serving more than one million visitors. Pierce County is making a significant investment in the renovation and modernization of Sprinker Recreation Center and views Lake Spanaway Golf Course as an integral part of the broader revitalization of this recreation campus. The County sees opportunities to strengthen the connection between the two facilities through coordinated programming, amenities, customer experience, and future investment that enhances the overall recreational value of the site. The 18-hole, championship layout course is 7,083 yards long, par
72, with a slope of 136 and a rating of 74.2 from the back tees; and 6,278 yards long, par 72, with a slope of 120 and a rating of 70.3, from the white tees. The 3,520 square foot clubhouse consists of a pro shop, restaurant and 1,080 square foot unimproved basement used for storage. There is a covered, full-size, lighted driving range with some grass tees. Part of the driving range building serves as a covered, 24-golf car storage structure. Golf instruction is provided on-site.
1.4. Objective/Scope of Work
1.4.1. Description of Solicited Services
Pierce County Parks and Recreation is interested in entering into an agreement with a qualified entity for golf course management, pro-shop retail sales, food and beverage operations and maintenance and landscaping services for all associated grounds and facilities at Chambers Bay and Lake Spanaway golf courses. Proposed investments should demonstrate how they:

4. Evaluation and Scoring
4.1. Evaluation Process
An Application Evaluation Committee (AEC) will review the submissions and evaluate all responses received based upon the criteria listed herein. The County may request clarifications or additional information, if needed. The proposer determined to be most qualified through the initial evaluation phase may be interviewed and the final determination will also consider reference checks and interviews.
The County intends to select the Contractor most qualified for this pursuit/solicitation and begin the negotiation and award process based on the requirements of this solicitation.
Selected Proposer(s) will be invited to enter into contract negotiations with the County. Should the
County and the selected proposer not reach a mutual agreement, the County will terminate negotiations and move to the next ranked contractor and proceed with negotiations. A Proposer’s inability to agree to the terms of the County’s standard contract may be a basis for the County to terminate negotiations and begin negotiating with one or more other Contractors.
4.2. Proposal Scoring Method
Each evaluator will score the Proposals separately. The scores of all the evaluators will be averaged to determine the Proposer’s score.
In the event the AEC has clarifying questions for a proposer, they shall notify the Procurement
Coordinator who will, in turn, send the question(s) to the appropriate proposer. The Procurement
Coordinator shall provide a deadline for the answers and shall then notify the AEC members of the response. If members of the AEC wish to change their original scores based on the response to the clarifying question(s), they shall notify the Procurement Coordinator who shall determine the proper subsequent process.
The County reserves the right to award the contract to any organization or combination of organizations whose proposal(s), in the opinion of the County, is in the best interest of the County.
