Pierce County Justice Center 20-Year Master Plan

This document is a strategic master plan developed by Pierce County Facilities Management Department for the Justice Center campus located in downtown Tacoma, Washington. The plan provides a comprehensive 20-year vision for the Pierce County Downtown Campus, which consists of three existing structures: the Cloverleaf Jail and Tacoma Ave Bump-out (910 Tacoma Ave), the 2002 Jail Addition (701 Nollmeyer Lane), and the County-City Building (930 Tacoma Avenue). Based on previous studies outlined in the master plan, the 2002 Jail Addition and portions of the County-City Building (A-wing and B-tower) are anticipated to remain operational, while other buildings may be demolished and replaced as part of the Jail Replacement Project #26-00018. The plan addresses the phasing and integration of existing systems and shared components that extend throughout all campus buildings, as these will require careful analysis during pre-design services. A concurrent separate project includes modifications to the 2002 Jail facility to facilitate future construction activities on the campus.

The master plan serves as foundational documentation for the current Request for Qualifications (RFQ) for pre-design services, with statements of qualifications due July 31, 2026. The selected architecture firm must demonstrate substantial experience in jail, correctional, and detention facility design, including expertise in housing configurations, security separation levels, direct and indirect observation models, and jail technology systems. The pre-design deliverable will include alternative analysis and a recommendation for project delivery methodology to establish the basis for subsequent cost estimates and construction schedules. This master plan document, combined with supporting exhibits including jail entry and security procedures, provides the framework for evaluating architectural proposals and guiding the replacement facility design on the Pierce County Downtown Campus.
