About this file

This document is a Security Procedures specification issued by Pierce County Facilities Management Department establishing mandatory backgrounds, badging, and security protocols for all contractor personnel accessing County facilities during construction projects. The specification outlines three security clearance levels: Moderate clearance for general County property access; Criminal Justice Information System (CJIS) clearance for unescorted access to Sheriff's offices, IT spaces, Prosecuting Attorney offices, and courtrooms; and Prison Rape Elimination Act (PREA) Jail Entry clearance for work in detention facilities. All contractor personnel, including subcontractors and sub-tier contractors, must obtain Pierce County-issued identification badges prior to commencing work on-site. The General Contractor bears sole responsibility for ensuring full compliance across all personnel. Background check forms must be submitted electronically one week before in-person submission to the Facilities Security Division Program Coordinator, with original signed forms required at badging appointments held at the County-City Building (930 Tacoma Ave. S., Tacoma, WA 98402).

Background check processing requires up to eight weeks from submission of completed forms and fingerprint appointments, with contractors required to budget for all clearance costs within their negotiated contract prices. CJIS fingerprinting must be completed at South Sound 911, with applicants selecting "Pierce County Contractor/Vendor" as the purchase option; failure to select the correct option requires resubmission. Non-compliance penalties include immediate personnel removal from site, fines up to $1,000 per violation, and potential full job site shutdown pending submission of a written Corrective Action Plan approved by both the Owner's Project Manager and Pierce County Security Manager. Limited exceptions allow vendor delivery personnel and regulatory inspectors to access sites when escorted by fully cleared and badged contractors, and one-day-only contractors may work without badges with prior approval (except in CJIS-restricted areas). Work in correctional facilities requires strict tool control with locked storage, daily area cleanup, and a pre-mobilization orientation covering parking, work hours, access procedures, infectious disease protocols, and safety requirements.

2. There are three types of clearances required depending on facility or areas within facilities.

All contractor personnel, including those of subcontractors and sub-tier contractors, must possess valid County-issued identification and appropriate security clearance levels before entering the job site. It is the sole responsibility of the General Contractor to ensure full compliance with this requirement for all individuals under their direction.

(a) Immediate removal of the individual(s) from the site.

(b) Assessment of a penalty of up to $1,000 per violation.

(c) No compensation or claim shall be permitted for lost time, productivity, or delays resulting from such non-compliance.

2) Repeated violations may result in a full job site shutdown, which will remain in effect until the General Contractor submits a written Corrective Action Plan that is reviewed and approved by both the Owner’s Project Manager and the County’s Security Manager.

3) These requirements are strictly enforced to ensure the safety, security, and integrity of County operations and property.

B. Exceptions: The following are exemptions to the clearance and badging requirements:

1. Vendor delivery personnel who are transitory to the project may be escorted by a fully cleared and badged designated contractor into the project area for the purposes of making deliveries. All security requirements shall be adhered to.

2. Regulatory inspectors wearing their agency’s photo identification and escorted by a fully cleared and badged designed contractor may enter the project area for purposes of inspections.

3. With prior approval from the Owner’s Project Manager and the Pierce County Security Manager, a contractor who has been fully cleared and will be working onsite for one day or less may be escorted without a badge into the project area by a fully cleared and badged designated contractor. This information will be provided to the SOC by the Owner's Project Manager with name and dates provided by General Contractor.

a. This exception does not apply to any areas where CJIS clearance is required.
