1.0 INTRODUCTION
CDW Consultants, Inc. (CDW) is pleased to present this letter report summarizing the findings of the suspect asbestos-containing materials (ACM), lead-based paint (LBP), polychlorinated biphenyls
(PCBs), metal and mercury in dust inspection of portions of Pier 2, Naval Base Newport, Rhode
Island (“Site”). In November and December 2018, Ms. Susan Cahalan (Rhode Island Asbestos
Inspector #AAC-1023) conducted an inspection for suspect materials. An inspection is required by the United States Environmental Protection Agency (USEPA) National Emission Standards for
Hazardous Air Pollutants (NESHAP), prior to scheduled building/structure renovations.
Additionally, the Rhode Island Department of Health (RIDOH) and Rhode Island Department of
Environmental Management (RIDEM) regulate ACM associated with renovation, demolition, and asbestos abatement projects. Samples of suspect materials were collected to confirm the presence or absence of ACM, LBP, PCBs and mercury and metals in dust. Suspect materials were grouped into homogenous areas. A homogenous area is an area that is similar in color, texture and date of application. Hand tools were used to collect bulk samples which were promptly placed in sealed plastic bags using a unique numbering system. Samples were not collected of non-suspect materials, including wood, fiberglass, plastic/vinyl, ceramic, concrete, neoprene/rubber, glass, and carpeting.
2.0 PROJECT UNDERSTANDING
The hazardous materials survey was conducted in support of proposed renovations to portions of Pier
2, the northernmost of two piers at Naval Station Newport in Newport, RI. The pier is the home of various ships, as well as several buildings. The utilities that serve the ships and buildings, specifically the water and electric utilities are currently in poor condition, with some areas being unusable and out of service. This project will repair and upgrade specific utilities as described below.
• Water system: replacement of a 12-inch main (below pier only), service lines and valves, backflow preventers, pier fire hydrants, pipe hangars and supports and heat trace system.
• Electrical distribution: replace switches and transformers, replace metal clad switchgear, replace oil switches with sulfur hexafluoride gas switches, demolish CMU wall which separates the transformer area from the switchgear area and replace roll up pedestrian access doors in Load centers 1 and 2. In addition, Load Center 2 will also have circuits, outlet assemblies, and communication system infrastructure replaced.
3.0 GENERAL SITE CONDITIONS
Pier 2 is a concrete pier constructed on steel pilings. According to information provided by the Navy, all utilities on the pier are suspended on the underside. Piping consists of a 3,220 linear foot looped type main system hung below the pier deck that feeds service lines around the 1,529 linear foot pier.
Portions of the pier water main distribution system are constructed of uncoated welded steel pipe with expansion loops, and portions were constructed of uncoated ductile iron pipe with expansion fittings. The entire pier water distribution pipe system is insulated with 1-1/2-inch thick poly foam insulation with a protective polyethylene or PVC jacket and a self-regulating electric wire heat trace system served via under pier conduits from the pier’s power Load Center No. 2. The pier deck has a limited number of manhole openings through the deck in which to access the water system and primary access to the water main is by small boat from below the pier. Water pipes are hung below the pier deck by threaded steel rods suspended from galvanized angle iron bolted to the underside of the deck installed new or restored circa 1994. The rods support the pipe on hangers with rollers and pipe saddles to allow the pipe to expand and contract with temperature changes.
Neoprene pads separate the pipes from the hangars. A large sewer pipe is also suspended under the pier, however, is not proposed to be replaced as part of this project. Load Centers 1 and 2, are concrete and CMU buildings, with concrete floors and built up rubber roofs.
4.0 ASBESTOS SURVEY
4.1 Methods
The investigative work for the asbestos survey included conducting a visual inspection of physically accessible areas of the subject areas. The roofing materials were also sampled with the assistance of a contractor to core and repair roofing. Once the visual inspection was completed, the building components were categorized into homogeneous areas. CDW collected bulk samples of different homogeneous suspect materials for asbestos analysis. The bulk samples were delivered under chain of custody to Asbestos Identification Laboratory, Inc. (AIL) located in Woburn, Massachusetts. AIL is a state licensed (#AAL-121) and NVLAP-accredited laboratory (lab code #200919-0) for asbestos analysis. Bulk samples were analyzed for asbestos content by polarized light microscopy (PLM) using EPA Method 600/R-93/116. A positive stop method was used – if one sample in a homogeneous group is positive then additional samples of the same material are not analyzed.
Samples analyzed to contain greater than 1% asbestos are to be treated as ACM as defined by the
USEPA and Rhode Island Department of Environmental Management (RIDEM). The laboratory analytical reports are included in Appendix B.
4.2 Findings

4.3 Recommendations
Prior to disturbance, the ACM identified must be abated by a Rhode Island licensed asbestos abatement contractor following all federal, state & local regulations governing asbestos abatement. A copy of the asbestos Waste Shipment record must be received within 30 days of removal from the
Site. Asbestos air quality sampling must be conducted under USEPA regulations following asbestos abatement and prior to re-occupancy of the spaces. If additional materials are discovered that have not been sampled, those materials should be considered ACMs until laboratory analysis determines otherwise. Additionally, all abatement programs must follow the requirements outlined in the
Unified Facilities Guide Specifications (See Attachment 6 of Appendix A UFGS-02 82 13.00 10).
5.0 LEAD-BASED PAINT
5.1 Methods
CDW performed a visual inspection of painted surfaces. CDW collected samples from different color paints on various types of building component substrates. Samples were submitted to EMSL
Laboratories in Cinnaminson, New Jersey for analysis via Atomic Absorption Spectrometry (AAS).
5.2 Findings
The Environmental Protection Agency (EPA) and US Department of Housing and Urban
Development definitions defines LBP as any paint or surface coating that contains lead equal to exceeding one milligram per square centimeter (1.0 mg/cm2) or 0.5% by weight. Paint containing lead at or above a concentration of 0.06% by weight meets the Consumer Product Safety
Commission definition of “lead-containing paint”. The OSHA lead-in-construction standard defines lead containing paint (LCP) as a paint or coating containing any detectable level of lead. Based on the EPA and OSHA criteria listed above, samples that meet the criteria for LBP include: blue paint on metal garage door frame in Load Center 1 and white-gray paint on steel beams in Load Center 2.
The lead paint analytical results are provided in the below tables. The laboratory analytical reports are included in Appendix C.

5.3 Recommendations
Based on the conclusions of this testing, the following recommendations are offered:
• Removal of the LBP is not required. However, in accordance with the EPA Lead Renovation, Repair, and Painting (RRP) Rule 40 CFR 745, workers, visitors and the public must be protected from lead dust generated during the demolition of LBP or LCP coated surfaces.
• Components identified to contain the presence of lead should not be disturbed in an uncontrolled manner. Disturbance of these materials should only be done by properly trained personnel in a controlled and documented manner to allow for the safety of the workers, bystanders and disposal of waste materials.
• During demolition or renovation, paint materials containing lead should not be sanded, scraped, drilled, or otherwise altered unless proper engineering controls are used to prevent migration of fugitive lead containing dust from the work area. Under OSHA regulations, any demolition or renovation to be performed at a structure where lead in paint and dust is present must be performed in accordance with a worker protection policy, including, but not limited to, appropriate training, medical monitoring, respiratory protection, and other protective equipment. Comply with guidelines outlined in specifications UFGS-02 83 13.00 20 and
UFGS-02 83 19.13 10.
6.0 POLYCHLORATED BIPHENYLS
6.1 Methods
CDW conducted a visual inspection CDW conducted a visual inspection for suspect PCB containing building materials at the load centers and under the subject pier, and collected bulk samples for laboratory analysis. The samples were submitted to Phoenix Environmental Laboratories in
Manchester, Connecticut for analysis via EPA Method 8082 with Soxhlet extraction 3540C. A copy of the PCB laboratory report is provided in Appendix D.

The analytical results are compared to the USEPA standard of 50 parts per million (ppm), which is the threshold for bulk product waste, as defined by USEPA 40 CFR § 761.3, and regulated under the
Toxic Substances Control Act (TSCA). None of the samples collected had concentrations of PCBs above the TSCA limit of 50 parts per million (ppm). Four of the samples from Load Center 2 (paint on concrete) contained low levels of PCBs (1-10 ppm).
7.0 DUST WIPE SAMPLING
7.1 Methods
Wipe sample collection were collected at Load Center 1 and Load Center 2. The wipe samples were collected utilizing Ghost Wipes, which meet ASTM E 1792 Standards. Eight wipe samples were collected from each of the load centers. The wipe samples were sent with chain of custody to
Spectrum Analytical of Agawam Massachusetts for analysis of RCRA 8 metals. Samples were analyzed using lead in dust by SW 846 3050B methodology.
7.2 Findings
A summary of the results from each load center are compared with health-based risk criteria, including the WTC criteria and EPA RSL Industrial Air-Wipe Equivalent criteria, are included in the below tables, and locations are described below.

In Load Center 1, Arsenic exceeded both EPA RSL Industrial Air-Wipe Equivalent criteria and WTC criteria in three samples. Barium exceeded EPA RSL Industrial Air-Wipe Equivalent criteria six samples. Cadmium exceeded both EPA RSL Industrial Air-Wipe Equivalent criteria and WTC criteria in five samples, and chromium exceeded both in two samples. Lead was detected above
WTC criteria in all samples. Silver exceeded the WTC criteria in one sample. The laboratory analytical reports are provided in Appendix E. Sample locations are depicted on the attached figure.

Manual, Section II: Chapter 2, III, A. The EPA RSL 10^-4 values were calculated by multiplying the EPA RSL 10^-6 values by 100 where the pollutant is a carcinogen (several metals are identified as carcinogens for inhalation only). If the pollutant is not a carcinogen; the risk is based on the THQ.
3. WTC IEA = World Trade Center Indoor Environment Assessment; calculates health based risk values for wipe samples based on dermal contact and ingestion based on a TR of 10^-4 and THQ of 1. Only arsenic was identified as a carcinogen in that study.
In Load Center 2, Arsenic exceeded both EPA RSL Industrial Air-Wipe Equivalent criteria and WTC criteria in one sample. Barium exceeded EPA RSL Industrial Air-Wipe Equivalent criteria six samples. Cadmium exceeded both EPA RSL Industrial Air-Wipe Equivalent criteria and WTC criteria in four samples, and chromium exceeded both in three samples. Lead was detected above
WTC criteria in all samples. The laboratory analytical reports are provided in Appendix E.
7.3 Recommendations
CDW recommends:
• Clean out all loose material and debris to expose the full floor area.
• HEPA vacuum all surfaces.
• Clean all flat, surfaces with an aggressive cleaner such as ALARATM 1146 or equivalent, capable of removing metal particles from the surfaces. Follow manufacturer’s instructions for application. Wear Personnel Protective Equipment (PPE) recommended by a Certified
Industrial Hygienist (CIH) engaged in the project.
• Test surfaces again using wipe samples; if concentrations exceed the risk-based standards, the decontamination procedures shall be repeated until concentrations meet the standards.
8.0 HAZARDOUS MATERIALS SURVEY
8.1 Methods
CDW visually inspected the Site building for universal, special and hazardous wastes associated with building materials. These included but were not limited to the following:
• Mercury-containing devices (fluorescent light tubes, thermostats, gauges, etc.);
• Polychlorinated bi-phenyl (PCB)-containing articles, equipment and devices (light ballasts, electrical switches, etc.);
• Chlorofluorocarbon (CFC)-containing equipment (refrigerants, air conditioners/HVAC equipment, water bubblers, etc.)
• Tritium-containing devices (exit signs);
• Lead-Acid batteries (emergency lights, etc.); and
• Pressurized-cylinders (fire extinguishers, etc.).
8.2 Findings
The visual survey for hazardous materials identified mercury-containing light tubes, remnant DEHP-containing light ballasts, mercury containing switches, lead and tritium batteries, oil containing garage door retractors, PCB oil fuse and other hazardous materials. No hazardous materials sampling or analysis was conducted as part of this preliminary survey. A list of OHMs identified are included in the tables in Appendix A.
8.3 Recommendations
Prior to removal, light tubes, ballasts, compact florescent bulbs, lead and tritium batteries, thermostats and switches will require proper handling, removal, transportation and off-site recycling/reclamation. Transformer fluid, and PCB containing items must be transported and disposed in accordance with state, federal and military regulations. Additionally, all items identified in the tables in Appendix A shall be collected and properly disposed of prior to renovation activities at the Site and comply with guidelines outlined in the USGS specifications.
Limitations
The conclusions are limited to the information available at the time of the field survey and the scope of services, as defined. No subsurface soil or groundwater sampling and analysis was performed.
Where access to portions of the Site or to structures on the site was unavailable or limited, CDW renders no opinion as to the presence of hazardous material or the presence of indirect evidence related to hazardous material in that portion of the site or structure. This report cannot be solely relied upon for renovation or demolition. The sampling performed forms the basis for conclusions expressed and areas inaccessible for testing limits those conclusions. No other conclusions, interpretations or recommendations are contained or implied in this report other than those expressed. While CDW followed industry standards during the inspection, we do not warrant that all suspect hazardous building materials were identified in or on the buildings and shall not be held liable related to future abatement costs related to hazardous materials that are either not discovered or not appropriately characterized. This is due in part to inherent problems with every building inspection, such as, but not limited to:
• Seemingly homogeneous materials that are not in fact homogeneous;
• Seemingly representative locations that are not in fact representative;
• Layered materials that are not uniformly present or are isolated;
• Materials that are present and accessible but were not considered to be hazardous,
• Materials that are present in an isolated and limited quantity; and
• Material that is present in locations that are unsafe or otherwise difficult to access.
Client acknowledges that CDW's inspection is limited and all hazardous materials may only become apparent during the course of future renovation or demolition. During the course of future renovation/demolition work, it is likely that additional hazardous materials or materials suspected of being hazardous will be identified. Such materials should be assumed to be hazardous unless appropriate evaluation or sampling and analysis demonstrate otherwise. No other use of this report is warranted without the written consent of CDW Consultants, Inc.
