29-Apr3SECTION 00 22 00 - SUPPLEMENTARY INSTRUCTIONSInstructions to OfferorsIn Amendment #4 it states that offerors shall submit an Electronic version of the bid bond with Bid & Mail Original to address under section 5. POINT OF CONTACT. Due to the COVID19 situation, couriers are not guaranteeing overnight delivery of packages. Can the original, signed bid bond be delivered within 3 business days of the due date?Yes. To clarify, Bidders will email and mail their Bid Bonds. Electronic submissions must be submitted with the Bid. The purpose of the mailed in Bid Bond is to verify authenticity, raised seals, etc. However, the Hardcopy of the Bid Bond does not need to arrive before the submission of the electroic Bid.4
39-Apr4SECTION 00 22 00 - SUPPLEMENTARY INSTRUCTIONSEvaluation of OfferorsIn Amendment #4 it states that offerors shall submit a total price for Section 00 10 00, Price for the Base Bid (CLIN 0001) and Option 1 Point A to Point B (CLIN 0002)., as well as an separate itemized breakdown of proposal cost. Will the government be providing a form for the itemized breakdown?No. Contractors will provide.4
427-Apr3SECTION 00 22 00 - SUPPLEMENTARY INSTRUCTIONSEvaluation of OfferorsIn Amendment #4 it states that the Offeror shall submit a total price for Section 00 10 00, CLIN 0001 as well as an separate itemized breakdown of proposal cost. Proposal should include a breakdown in sufficient detail to permit a comprehensive review and evaluation of all labor, material, and equipment costs, as well as include supporting documentation for subcontractor costs for tasks not self-performed. Can this breakdown be provided by the apparent low Offeror after award?NO. The only information that will be provided to other bidders will be the total prices of CLINs, which will be read aloud at the Bid Opening.4
530-MarDrawing E-202bWe have a question regarding Note #3 on drawing E-202b. The note states that the reconnection of the ETR heat trace needs to be completed by 12/2019. Can you please clarify this restriction/milestone date?Change Note #3 on drawing E-202b to read: “INTENTION IS FOR THE RECONNECTION OF THE HEAT TRACE PANEL TO BE A PRIORITY, AND TO BE COMPLETED PRIOR TO DECEMBER 2020.4
6Per Amendment 3 the new bid date is April 17th. Because the original site visit was postponed, we were anticipating a new bid date based on the new date of the revised site visit Date. I would like to request at leaset one additional week to prepare bids since most people have not started working on this project yet.The Bid Due date will be April 28th 2020, at 10:00 AM4

1414-AprE300E101 - Note #3: Please give more information on the routing for the 25 pair communcication cable along with termination locations.Terminate one end at the ship electrical service hoods at the edge of the pier. Within the ship hoods, terminate in the same location as existing, adjacent to the sound-powered jacks. For the ship hood termination, provide re-enterable splice cases / compound compression gravity-fill closures. Terminate the other end within Load Center 1 in the corner indicated on Revised drawing E-101. A photo of the communications corner in Load Center 1 is also provided for reference. Inside Load Center 1, terminate to fuse-protected 110 blocks. Revised Drawing E-101 has been expanded to show pathway to Load Center 1.4
