About this file

This is a photograph of Dock 2, a supporting document for the Texas General Land Office's Request for Proposals for the demolition, removal, and proper disposal of an abandoned dry dock facility located in Port Bolivar, Texas. The facility, measuring 370 feet by 230 feet by approximately 8 feet high, has been abandoned since 2018 and poses safety hazards and environmental risks to state-owned submerged lands. The RFP seeks qualified contractors to safely remove the deteriorated structure, with proposals due March 30, 2026, at 2:00 p.m. CT. Evaluation of proposals is scheduled for March 31 through April 6, 2026, with contractor selection anticipated on April 8, 2026, and contract award and execution targeted for April 20, 2026. The contract term is 120 calendar days from the Notice to Proceed, with contractors required to commence operations no later than thirty days after receiving the NTP. The GLO may extend the contract by mutual written agreement for a maximum of five years. Respondents are encouraged to conduct site visits prior to submission to assess work conditions.

Evaluation criteria are weighted as follows: cost proposal at 40%, demonstrated relevant experience and qualifications at 30%, technical proposal including methodology and schedule at 20%, and safety record at 10%, with the GLO awarding based on best value to the State of Texas rather than lowest price. The scope of work encompasses all labor, materials, tools, equipment, vessels, supplies, insurance, bonds, permits, fees, and disposal costs necessary to complete the project. All respondents must submit a Veteran-Owned Historically Underutilized Business subcontracting plan with a goal of 1.0% of total contract value. Contractors must carry comprehensive insurance coverage including $1,000,000 commercial general liability per occurrence with $2,000,000 aggregate, $500,000 contractors pollution liability, statutory workers compensation, $1,000,000 commercial automobile liability, statutory longshore and harbor workers insurance, and $500,000 marine contractor's liability. The RFP does not specify an incumbent vendor, established budget range, or award value; however, financial capability review is mandatory for the selected awardee, requiring submission of audited or unaudited financial statements within three business days of award notification.
