About this file
This is a photograph supporting a Request for Proposals issued by the Texas General Land Office (GLO) for the demolition and removal of an abandoned dry dock facility located in Port Bolivar, Texas. The image depicts Dock 1, one of the structures subject to removal as part of this project. The dry dock measures 370 feet by 230 feet by approximately 8 feet high and has been abandoned since 2018, presenting safety hazards and environmental risks to state-owned submerged lands. Proposals are due March 30, 2026, at 2:00 p.m. Central Time, with contractor selection anticipated on April 8, 2026, and contract award and execution targeted for April 20, 2026. The contract term is 120 calendar days from the Notice to Proceed, with contractors required to commence operations no later than thirty days after receiving the NTP. The GLO may extend the contract by mutual written agreement for a maximum of five years. Bidders are encouraged to conduct site visits prior to submission to assess work conditions and inform their proposals.
The RFP evaluation is based on best value to the State of Texas rather than lowest price, with evaluation criteria weighted as follows: cost proposal at 40%, demonstrated relevant experience and qualifications at 30%, technical proposal including methodology and schedule at 20%, and safety record at 10%. All respondents must submit a Veteran-Owned Historically Underutilized Business (VetHUB) subcontracting plan with a goal of 1.0% of total contract value. Contractors must carry comprehensive insurance coverage including $1,000,000 commercial general liability per occurrence with $2,000,000 aggregate, $500,000 contractors pollution liability, $1,000,000 commercial automobile liability, statutory longshore and harbor workers insurance, and $500,000 marine contractor's liability. The RFP does not specify an incumbent vendor, established budget range, or award value; however, financial capability review is mandatory for the selected awardee, requiring submission of audited or unaudited financial statements and completion of a Financial Statement Components Worksheet within three business days of award notification. The cost proposal must include a proposed completion timeline in calendar days, with all labor, materials, equipment, vessels, supplies, insurance, bonds, permits, fees, and disposal costs included.
