About this file

This document is Attachment F of a Request for Proposal (RFP) for PERS (Public Employees Retirement System) Actuarial Services, specifically focusing on the Certified Disadvantaged Business Outreach Plan. The attachment requires proposers to detail their approach to including certified disadvantaged businesses in potential subcontracting opportunities. The form is designed to ensure that small businesses certified under Oregon Revised Statute 200.055 - including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses - have an equal opportunity to participate in state-funded contract performance.

The document outlines several key requirements for proposers, including self-identifying if they are an Oregon certified firm, listing any certified firms they have worked with in the past two years, and describing potential subcontracting opportunities. Proposers must outline steps they will take to solicit certified firms, detail potential subcontracting opportunities with approximate dollar values, and indicate willingness to report subcontractor identities and contract values to COBID (Certification Office for Business Inclusion and Diversity). Notably, the information submitted will not be considered in any scored evaluation, suggesting this is a procedural compliance requirement focused on promoting business diversity and inclusion.
