About this file

This file consists of Right-of-Way Construction Permits issued by the Montgomery County Department of Permitting Services for the Washington Suburban Sanitary Commission (WSSC) and a Roadside Tree Care Maintenance Authorization related to sewer rehabilitation work in the Paint Branch Basin of Silver Spring, Maryland. The permits authorize WSSC to perform sewer infrastructure work including main line pipe replacement, manhole rehabilitation, lateral renewal, pipe lining, and related utility installation across multiple project sites along Brantford Avenue, Laurie Drive, Eastbourne Drive, Montclair Drive, Kilgore Road, and surrounding streets. Four Right-of-Way Construction Permits were issued with initial permit periods ranging from November 2022 to September 2025, with expiration dates between May 2026 and March 2027. All work must comply with County Specifications for Utility Construction Permits, Public Right-of-Way Accessibility Guidelines (PROWAG), Maryland Department of Transportation approved Traffic Control Plans, and Work Zone Temporary Traffic Control standards. Contractors are required to conduct preconstruction meetings with the designated DPS ROW Inspector, Matthew Melton, at least 48 hours before initial work commencement and upon completion for final inspection and bond release.

The Roadside Tree Care Maintenance Authorization (2024-0269) permits WSSC to perform necessary tree pruning, root pruning, and selective tree removal at twelve locations to facilitate sewer main installation and rehabilitation work. The authorization specifies tree removal and replacement requirements at eight locations and pruning activities at four additional sites, with provisions for 7 to 13 total tree removals and 6 to 12 replacement plantings. All tree work must be performed by licensed tree care experts in compliance with Maryland Department of Natural Resources Roadside Tree Law and ANSI A300 standards. The authorization, executed on April 3, 2024, expires one year from issuance and requires notification of adjacent property owners at least 48 hours prior to tree removal. Contractors must consider alternative repair and construction methods that avoid open trenching and tree removal as a condition of the authorization. All work is subject to inspection by the Environmental Group, which must be contacted at 301-206-8077 if tree removal becomes necessary beyond the expressed authorization.
