About this file
This file contains right-of-way construction permits issued by the Montgomery County, Maryland Department of Permitting Services for the Washington Suburban Sanitary Commission (WSSC) and a roadside tree care maintenance authorization related to sewer rehabilitation work in the Paint Branch Basin. The permits authorize WSSC to install public utility infrastructure consisting of sewer main relay, replacement and rehabilitation work; manhole rehabilitation and replacement; replacement of lampholes with manholes; and renewal of sewer laterals across multiple project sites in Silver Spring, Maryland. Four permits are documented with issue dates ranging from November 2022 to September 2025, with expiration dates between May 2026 and March 2027. The work spans six locations along Laurie Drive, two sites on Eastbourne Drive, two sites on Brantford Avenue, and multiple streets including Billington Road, Chilton Drive, Downs Drive, Leister Drive, Montclair Drive, Mullins Street, Randolph Road, and Rigdale Terrace. All work must comply with current County Specifications for Utility Construction Permit, Public Right-of-Way Accessibility Guidelines (PROWAG), Montgomery County Road Construction Code, Work Zone Temporary Traffic Control standards, and MCDOT-approved Traffic Control Plans. Permittees must notify Field Inspector Matthew Melton at (240)876-5825 or Matthew.Melton@montgomerycountymd.gov at least 48 hours before initial work start, restart after work stoppage exceeding 48 hours, and upon work completion for final inspection and bond release.
The roadside tree care maintenance authorization (2024-0269) permits WSSC to prune roots and limbs and authorizes removal and replacement of up to 13 trees while protecting approximately 100 trees through pruning. The authorization specifies tree removal and replacement requirements at 12 specific residential locations, with replacement trees ranging from 1.25 to 2 inches in caliper diameter according to species and site conditions. All tree work must comply with Maryland Department of Natural Resources Roadside Tree Care Law and be performed by licensed tree care experts under supervision of a certified roadside tree care expert. Work authorization expires one year from the April 3, 2024 issuance date. The related contract opportunity solicits sealed responses from contractors for the Laurie Drive Sewer Rehabilitation project, which encompasses 1,171 linear feet of defective sewer mains, 1,006 linear feet of defective sewer laterals, and three manholes in the Paint Branch Basin, with responses due by 2:00 pm on December 23, 2025, via WSSC's eProcurement Portal.
