About this file

This file contains a Right-of-Way Construction Permit and Roadside Tree Care Maintenance Authorization issued by the Montgomery County Department of Permitting Services and the Washington Suburban Sanitary Commission (WSSC) for sewer rehabilitation work in the Paint Branch Basin area of Montgomery County, Maryland. The permits authorize WSSC to install public utility infrastructure including relay and line sewer mains, install new manholes, renew laterals, and replace and reset manhole frames and covers at 1200 Block of E Randolph Road in the Silver Spring Area. The construction permit (No. 389730, ID 1262957) was issued on December 21, 2022, and expires on June 21, 2026, with approval for renewal granted on June 2, 2025. The Roadside Tree Care Maintenance Authorization (RTPA No. 2024-0272, Authorization No. 2024-0269-014) covers multiple street locations including Allerton Lane, Broadmore Circle, Broadmore Road, Chilton Drive, E. Randolph Road, Kilgore Road, Leister Drive, Morningside Drive, Rigdale Terrace, Smith Village Road, and Tamarack Road, with authorization to prune roots and limbs and perform tree removal as necessary for sewer main and manhole installation. The authorization authorizes removal of approximately 4 to 5 trees and planting of 3 to 4 replacement trees, with approximately 50 trees to be pruned.

All work must comply with Montgomery County specifications for utility construction, Public Right-of-Way Accessibility Guidelines (PROWAG), the Maryland Department of Natural Resources Roadside Tree Law, and ANSI A300 standards for tree pruning. The permit requires notification to Field Inspector Gary Simmons at least 48 hours before initial work start, restart after work stoppage of 48 hours or more, and upon completion for final inspection and bond release. Adjacent property owners must be notified at least 48 hours prior to tree removal. The Roadside Tree Care authorization expires one year from issuance and requires all trimming, root pruning, and removals to be performed by a Licensed Tree Care Expert under supervision of a Roadside Tree Care Expert. The authorization references WSSC Contract No. CI7338A22 - CTO 8-4, which correlates to the Broadmore Road Sewer Rehabilitation project requiring comprehensive sewer main and lateral rehabilitation across multiple jurisdictions in the Paint Branch Basin.
