Performance Work Statement U.S. Coast Guard Parade Float Storage
1. Purpose: The United States Coast Guard Base New Orleans is accepting quotes for qualified individuals or firms to provide adequate storage in New Orleans, specifically residing within fifteen (15) miles of 500 Poydras St, New Orleans, LA 70130. Prior to submitting a quote, it is mandatory to examine this Performance Work Statement.
2. Background: Since 2015, the Coast Guard Heartland District, in partnership with U.S. Coast
Guard Base New Orleans, utilized a Coast Guard contracted warehouse space to store its original commissioned float. The CG has since then commissioned a new float in March of 2024. The float has a brand-new design and dimensions that no longer allow CG Heartland District to store the new float at the current warehouse space located on CG Base New Orleans. CG Heartland District is seeking a new facility that is within (15) miles of 500 Poydras St, New Orleans, LA 70130.
3. Scope: The contracted work will require a Contractor with sufficient covered and secured storage space to accommodate the U.S. Coast Guard Parade Float from the date of contract award with a base year plus four (4) option years. The float dimensions are 50’ in length (accounting for the length of the gooseneck to the Jayhawk’s tail rotor when the Jayhawk is mounted on the float), 10’6” in width, and 16’ in height. Note: these dimensions are minimum requirements for the float only. The Contractor shall ensure sufficient space on each side of the float for Coast Guard personnel to navigate around in addition to sufficient space in front to trailer the float as necessary.
4. Tasks:
a. The Contractor shall provide storage as indicated in paragraph three.
b. The Contractor shall ensure authorized Coast Guard personnel have access to the storage facility and U.S. Coast Guard Parade Float with a 24-hour notice during parade season for the duration of the contracted storage period.
c. The Contractor shall ensure authorized Coast Guard personnel can remove and park the
U.S. Coast Guard Parade Float at the storage with prior notice for the duration of contracted period. A minimum of 48 hours’ notice shall be provided to the contractor in advance of requiring access to the storage facility outside of Carnival Season April through December, and no less than 24 hours’ notice during the months of January/February/March on an annual basis.
d. The Contractor shall provide a designated staging area that can be used prior to parades for float rider onboarding and pre-event preparations.
