About this file

This is a Performance Work Statement for the supply and delivery of six heat flux transducers for fire research applications. The transducers must include water-cooled radiant and total flux sensors that meet specified technical requirements. The work statement outlines the technical specifications and performance standards that the equipment must satisfy, establishing the baseline requirements for vendors to develop their quotations.

This acquisition is issued by the Department of Agriculture Forest Service as Request for Quotation (RFQ) 1240BE27Q0015 and is set-aside exclusively for small business concerns under NAICS code 334519, with a size standard of 600 employees. The solicitation represents a Total Small Business Set-Aside, though all responsible sources may submit quotations for consideration. As a combined synopsis and solicitation for commercial items prepared under FAR Part 12, this announcement constitutes the only solicitation and no separate written solicitation will be issued.

PERFORMANCE WORK STATEMENT

Missoula Fire Sciences Laboratory 5775 US Hwy 10 West Missoula, MT 59808

TITLE: Heat Flux Transducers for Fire Research

OBJECTIVES STATEMENT:

Our team needs more heat flux transducers. Heat flux transducers or gauges are highly calibrated sensors that allow us to measure quantities of heat energy being transferred.

BACKGROUND:

These instruments are used frequently to conduct experiments in fire behavior and are a critical part of subprojects that influence and guide research activities within fire behavior study. Additional sensors are needed for scheduled projects to measure the amount of heat that a fuel sample is experiencing from one of our custom-built burners, or to evaluate heat output of an advancing fire in a pine needle bed for two examples.

DESCRIPTION OF SERVICES OR PRODUCT/TASKS:

· Quantity 4 water cooled radiant and total heat flux transducers with sapphire window for the radiant sensor, 25.4 mm diameter, smooth body, no flange with measuring range up to 250 kW/m^2

· Quantity 2 water cooled radiant heat flux transducers with sapphire window in the range of 3.175mm diameter with measuring range up to 250 kW/m^2

REQUIREMENTS:

Heat flux transducers must have capabilities as described above with ability to withstand body temperatures up to 205 C. Output signal must be linear with a maximum nonlinearity of ± 3%. The radiant sensor should be behind a sapphire window to focus on the relevant wavelengths. The heat flux transducers should be smooth bodied, without a flange, 4 should be 1” in diameter and the other 2 should be 1/8th”. The size for the 1” diameter transducer and being unthreaded (smooth) without a flange are very important for fitting into our existing hardware and simplifying the design process for new applications. The smaller transducers do not have existing equipment to fit in. All transducers should be gas purged when possible. The transducers should be Schmidt-Boelter in style for our measurement ranges.

DELIVERABLES:

6 total heat flux gauges of differing size and capabilities as specified above.
