About this file
This is a Change Order Notice issued by the Chief Procurement Office for General Services on behalf of the Office of the State Fire Marshal (OSFM) in Illinois for Pearson Vue testing services. The change order extends the current contract with Pearson Vue to continue providing computer-based testing and certification platform services to the State Fire Marshal and associated fire departments throughout Illinois. These services enable the delivery of training and certification programs to thousands of firefighters statewide, providing secure access to training content, reducing administrative burden, and ensuring compliance with state-mandated certification standards. The OSFM is requesting a six-month extension of the existing contract (Open Market Bid 26-592SFM-AMIN5-B-51951) to facilitate the transition of services to a new vendor under an active master contract with Carahsoft (Contract 18-510CPOGS-CPOGS-P-1938:275).
The change order is necessary due to implementation delays with the new vendor, including challenges related to vendor communication regarding payment processes and obtaining Department of Information Technology (DoIT) clearance. The OSFM anticipates the new vendor will fully assume services by the end of December 2026. Extending the current Pearson Vue contract during this interim period minimizes operational risks, including inconsistent administration practices, examination security vulnerabilities, fragmented data management, elevated operational costs, and candidate access limitations that could result from premature transition. Maintaining the relationship with Pearson Vue ensures secure, standardized, and uninterrupted examination delivery while maintaining compliance, fairness, and defensibility of OSFM certification programs. This change order meets the threshold for posting, as it increases contract cost by more than $25,000 and requires 14 days of posting on the Bulletin/BidBuy.

The hosted solution enables secure, consistent access to training content, reduces administrative burden, and ensures compliance with state-mandated certification standards. to The need for computer based testing in Illinois is driven by security, efficiency, accessibility, regulatory compliance, workforce readiness, and public trust. Digital testing ensures standardized, defensible, and scalable credentialing processes that support Illinois agencies in fulfilling their statutory and regulatory responsibilities while improving service delivery to the fire service. |
OSFM is currently engaged in an active contract (18-510CPOGS-CPOGS-P-1938:275) with Carahsoft to assume responsibility for these testing services. The new vendor is in the implementation phase and is actively working to configure the required software. Initial delays in contract initiation were due to challenges related to vendor communication regarding payment processes and obtaining DoIT clearance. OSFM anticipates that the new vendor will fully assume services by the end of December 2026. In the interim, transitioning to the new vendor prior to full implementation of the software and services may introduce several risks, including inconsistent administration practices, increased exposure to examination security vulnerabilities, fragmented data management, elevated operational costs, and potential limitations in candidate access. Extending the current contract and maintaining the relationship with Pearson Vue will enable OSFM to continue delivering testing services statewide while minimizing operational risks and avoiding potential cost increases during the transition period.
This change order to continue with Pearson Vue ensures secure, standardized, and uninterrupted examination delivery while maintaining compliance, fairness, and defensibility of OSFM certification programs until OSFM transitions to the Carahsoft master contract. OSFM is seeking a 6-month change order to help with the transition of current services to the active master contract.
