About this file

This is a Notice of Intent to Sole Source a purchase order for an Auto Droplet Generator to Bio-Rad Laboratories, Inc. (UEI: SSHPDYFGN7J9). The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), part of the Department of Health and Human Services, intends to award a Firm-Fixed-Price purchase order based on Bio-Rad's sole source capability to meet the requirement. The Auto Droplet Generator will automate droplet generation for droplet digital polymerase chain reaction (ddPCR) workflows, reducing manual processing time and improving throughput and consistency for research involving pancreatic islets and islet organoids. The laboratory currently uses a manual droplet generator with the QX600 Droplet Digital PCR system, which is limited to eight samples per cycle and is time-consuming for full 96-well plate preparation. All travel, labor, materials, and related charges are included in the purchase order price.

The solicitation is open to small business capability statements, including 8(a), service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small businesses, which may submit written statements demonstrating their ability to perform the requirement by 10:00 a.m. EST on Wednesday, September 23, 2026, to mahkeed@nih.gov. Award is anticipated approximately ten days after the notice date unless the Government determines another organization can meet the requirement. The Government retains sole discretion to compete this award based on responses received.

Notice of Intent to Sole Source for a Auto Droplet Generator.

(NIDDK-07396)

The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to Bio-Rad Laboratories, Inc., UEI is SSHPDYFGN7J9.

In accordance with FAR Part 6.302-1, Bio-Rad Laboratories, Inc., the Contractor is the only known responsible source who can provide the item that meets our standards. No other source has been identified who can provide the requirement listed below.

The Diabetes Molecular Genetics Section of the Phoenix Epidemiology and Clinical Research Branch at the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) studies pancreatic islet organoids derived from induced pluripotent stem cells to investigate molecular pathways associated with type 2 diabetes. The laboratory recently acquired a QX600 Droplet Digital Polymerase Chain Reaction system to generate cell type-specific gene expression data, perform methylation analysis for epigenomic studies, and estimate pancreatic islet composition using cell type-specific marker genes.

Currently, the laboratory uses a Manual Droplet Generator to prepare samples for droplet digital polymerase chain reaction analysis. Although the system can process up to eight samples at a time, preparation of a full 96-well plate is time-consuming and relies heavily on manual pipetting.

The Auto Droplet Generator shall automate droplet generation for droplet digital polymerase chain reaction workflows, reduce hands-on processing time, and improve throughput and consistency across experiments involving pancreatic islets and islet organoids.

All travel, labor, materials, and related charges shall be included in the purchase order price.

This notice is not a request for competitive quotes. BIO-RAD Laboratories, Inc., is the only known responsible source that can provide the item that meets our standards. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately ten (5) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.

Please email responses to mahkeed@nih.gov than 10:00 a.m. EST on Wednesday, September 23, 2026.
