About this file

This is a Notice of Intent to Sole Source a firm-fixed-price purchase order for research services. The National Institutes of Health (NIH), specifically the Section on Molecular Dysmorphology within the National Institute of Child Health and Human Development (NICHD), intends to award the contract to Illinois University (UEI: Y8CWNJRCNN91). The requirement involves analyzing sterol and oxysterol levels in serum and cerebrospinal fluid samples from individuals enrolled in a Smith-Lemli-Opitz Syndrome (SLOS) treatment study to assess vitamin E therapy efficacy. The work will be performed by Dr. Stephanie Cologna of the University of Chicago, an expert in mass spectrometry, who will first develop a specific and accurate methodology for identifying and measuring sterols and oxysterols, then analyze samples from SLOS patients and controls to measure treatment effects. All travel, labor, materials, and related charges are included in the purchase order price.

The NIH has determined Illinois University is the only known responsible source capable of meeting these standards under FAR Part 6.302-1. However, small businesses, including 8(a) firms, service-disabled veteran-owned businesses, HUBZone businesses, small disadvantaged businesses, veteran-owned businesses, and women-owned businesses, may submit written capability statements demonstrating their ability to perform the work. Award is anticipated approximately ten days after the notice date unless the Government determines another organization can meet the requirement. Small business responses must be submitted via email to Niamh.Cawley@nih.gov no later than 10:00 a.m. EST on Tuesday, August 18, 2026.

Notice of Intent to Sole Source for Antioxidant Therapy for Smith-Lemli-Opitz Syndrone

(NICHD-08610)

The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to Illinois University, UEI is Y8CWNJRCNN91.

In accordance with FAR Part 6.302-1, Illinois University, the Contractor is the only known responsible source who can provide the item that meets our standards. No other source has been identified who can provide the requirement listed below.

As part of an NIH Bench to Bedside grant, the Section on Molecular Dysmorphology, NICHD, NIH is planning to analyze levels of sterols and oxysterols in serum and cerebrospinal fluid (CSF) samples of individuals enrolled in a study for the treatment of Smith-Lemli-Opitz Syndrome (SLOS). The efficacy of vitamin E treatment of SLOS individuals to reduce the oxysterol burden will be assessed. This work involves first generating a specific and accurate methodology to identify and measure sterols and oxysterols. Dr. Stephanie Cologna of the University of Chicago, who is an expert in mass spectrometry, will develop the methods. Once the assay has been developed, Dr. Cologna will then analyze the levels of each specific sterol and oxysterol in the serum and CSF of the SLOS individuals and how they change with vitamin E treatment compared to controls. Hence, we require the acquisition herein as a service between NICHD, NIH and the University of Chicago (Dr. Cologna).

All travel, labor, materials, and related charges shall be included in the purchase order price.

This notice is not a request for competitive quotes. Illinois University is the only known responsible source that can provide the item that meets our standards. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
