About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Corrections (FDC) for a statewide automated victim notification service. The document involves Appriss, Inc. as the sole provider, and encompasses multiple state entities including the Florida Department of Juvenile Justice, local Sheriff Offices, and County Jails. The service also integrates with the Interstate Compact Adult Offender Supervision (ICAOS) System and is currently used in 48 other states.

The contract is for a 5-year term (60 months) with an estimated total value of $7,814,247.92 ($1,562,849.58 annually). The Victim Information and Notification Everyday (VINE) System provides real-time offender status updates and notifications to victims via phone, text, email, and TTY. The system covers inmates and community supervision offenders, sending alerts about status changes such as escapes, releases, transfers, deaths, and terminations. Appriss, Inc. is deemed the exclusive provider due to its proprietary system, comprehensive data integration capabilities, and 24-hour call center, with the FDC receiving specific yearly funding in the General Appropriations Act to continue the VINE System.

Intended Single Source:

Appriss, Inc.

Estimated Dollar Amount:

$1,562,849.58 annually/$7,814,247.92 total

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Appriss, Inc. is the sole provider of the proprietary Victim Information and Notification Everyday (VINE®) System.

Appriss, Inc. has streamlined and enhanced the current methods of victim notification throughout the State of

Florida, 48 other states, as well as the notification system for the ICAOS System. Appriss, Inc. also provides a 24 hour call center to respond to victim’s needs.

The service links certain data on offenders within the custody of the FDC and local Sheriff Offices/County Jails, throughout the State of Florida. The information is accessed by victims and the general public to provide the current status on inmates and offenders, and provides a notification to registered individuals of a status change. For inmates, notifications are sent regarding escape, release, transfer, or death. For Community Supervision Offenders, notifications are sent regarding community supervision absconders, deaths, transfers out of state, and terminations.

Notifications are sent by phone, text, email, and TTY, as determined by the victim. The performance and design requirements, as noted above, have been developed, provided, and installed throughout all 67 county Sheriff

Offices/County Jails in the State of Florida, 48 other States, and for the ICAOS. Any type of interruption of service currently provided by Appriss, Inc., through the VINE System, could possibly put victims at risk throughout the

State of Florida.

The FDC receives yearly funding in the General Appropriations Act (GAA) to specifically continue the VINE

System, which is solely available through Appriss, Inc.
